About this opportunity
The Department of the Interior Bureau of Indian Affairs seeks food and beverage supply services for Office of Justice Services detention centers in the Great Plains region, with quotes due August 11, 2026. The procurement is unrestricted, full and open competition with no set-aside.
The Government contemplates awarding one or more Blanket Purchase Agreements with multiple responsible quoters to five detention facilities: Standing Rock (Fort Yates, ND), Turtle Mountain (Belcourt, ND), Fort Totten (Fort Totten, ND), Lower Brule (Lower Brule, SD), and Yankton (Wagner, SD). The anticipated ordering period runs from August 31, 2026 through August 30, 2031. Place of performance includes North Dakota, South Dakota, and Nebraska.
The contractor supplies all food and beverage products—including perishables, meats, frozen foods, breads, fresh vegetables, fresh fruit, dairy, non-perishables, canned goods, pastas, condiments, seasonings, and beverages—to support approximately 250 inmates daily. Each inmate receives breakfast, lunch, dinner, and snacks. Products must comply with USDA Food Guidelines, with special dietary items for medical or religious needs addressed at the BPA call level. Delivery is required within 24 hours of order receipt except during extreme weather. Orders are placed via online system, email, or telephone by authorized Law Enforcement Assistants or Law Enforcement Specialists, with a maximum of $10,000 per call.
Pricing shall be submitted in Firm Fixed-Price format on the provided Pricing Sheet. Award will be made on a pass/fail basis for past performance, with the Government reviewing CPARS records and requiring offerors to submit between two and four recent, relevant contract examples of similar scope and complexity where the contractor provided at least 50 percent of services. All quoters meeting the evaluation criteria will receive a BPA award; no minimum ordering amount is guaranteed. The NAICS code is 722310, Food Service Contractors.
