About this opportunity

The Department of Veterans Affairs National Cemetery Administration seeks delivery of pesticide and agricultural chemicals to Florida National Cemetery via a Request for Quotation (RFQ 36C78626Q0116), with quotes due September 14 at 10:00 a.m. EST. This is a Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside, restricting competition to certified SDVOSBs registered in SAM with active SDVOSB certification through veterans.certify.sba.gov at time of submission.

Place of performance is Bushnell, Florida (6502 SW 102nd Avenue). The procurement covers approximately 398 acres of irrigated turfgrass and requires delivery of 24 contract line items including fungicides, herbicides, insecticides, plant growth regulators, and adjuvants. Products include Propacinicol, Strobe, Transom 4.5, Triple Crown, Cheeta Pro, Provaunt, Dismiss, Drive, Revolver, Celsius, Tribute Total, Quicksilver, Surge, Specticle, Podium PGR, Fusilade II, MSO, Recognition, Sureguard EZ, Simtrol 4L, Atexzo, Hydraretain, Pro Sedge, and Top Choice, with quantities ranging from 5 gallons to 10,000 pounds.

The base performance period runs September 21 through September 30, 2026. Deliveries must occur Monday through Friday between 7:30 a.m. and 1:30 p.m. ET (except Federal Holidays) on FOB Destination basis with all transportation costs included. Container sizes are capped at 5-gallon containers for liquids and 50-pound bags for granular products. All chemicals must be brand name or equivalent with identical active ingredients and concentrations.

NAICS code 325320 applies with a business size standard of 1,150 employees. The SBA Nonmanufacturer Rule class waiver applies to herbicides, insecticides, and fungicides, permitting small businesses to supply these products without standard nonmanufacturer requirements. Award will be firm fixed-price without discussions to the responsible quoter offering the lowest evaluated price meeting salient chemical characteristics. Quoters must submit two volumes: Volume A (company information, amendment acknowledgment, hazardous material documentation, and FAR certifications in PDF format) and Volume B (pricing in Excel or PDF). An Amendment issued September 8 clarified product specifications and provided vendor questions and answers; acknowledgment is required with submission.
