About this file
This is a Solicitation Questions & Answers document for RFQ 36C78626Q0116, addressing clarifications on fertilizers and chemicals for Florida National Cemetery.
The document clarifies several product specifications and regulatory requirements. Key clarifications include: (1) all herbicides will be accepted at once rather than staggered throughout the year; (2) an SBA Nonmanufacturer Rule class waiver under NAICS 325320 applies to herbicides, insecticides, and fungicides, allowing small businesses to supply these products on this SDVOSB set-aside contract without meeting the Nonmanufacturer Rule; (3) CLIN 0002 for Strobe (Azoxystrobin 50%) should be ordered as 20 x 1-pound containers totaling 20 pounds rather than 20 gallons, as the product is a dry formulation not a liquid; and (4) CLIN 0018 for Recognition (Trifloxysulfuron 20.4%) should use the commercially available 1.95-ounce package instead of 1.3-ounce containers, with the quantity remaining at 10 containers. The solicitation is a firm-fixed-price RFQ with quotes due by 10:00 a.m. on September 14, 2026, for a base year performance period from September 21 through September 30, 2026. The acquisition is set-aside for Service-Disabled Veteran-Owned Small Businesses with award anticipated without discussions.

Answer: Accepting all the herbicides all at once.
2. Question: We identified an SBA Nonmanufacturer Rule class waiver for herbicides, insecticides, and fungicides under NAICS 325320. Because this RFQ is classified under PSC 6810 and includes multiple chemical product types, please confirm whether an SBA Nonmanufacturer Rule class waiver is applicable to the products required under this RFQ.
Answer: Yes, the SBA Nonmanufacturer Rule class waiver is applicable to the products required under this RFQ.

3. Question: As this is a multiple-item supply acquisition and the solicitation incorporates VAAR 852.219-76, please confirm whether an SBA Nonmanufacturer Rule waiver, either class or individual, applies to this procurement or any of the chemical products listed in Attachment A.
If no waiver applies, please confirm whether an SDVOSB nonmanufacturer must ensure that at least 50% of the estimated contract value consists of products manufactured by domestic small-business manufacturers in accordance with 13 CFR 121.406(d).
Please also confirm which version/tailoring of VAAR 852.219-76 the Government requires the offeror to complete and return with Volume A.

Please clarify the intended formulation, package size, and required quantity for CLIN 0002 so that offerors may submit compliant pricing.
