About this opportunity

The Air Force Test Center seeks a Basic Ordering Agreement for flooring services at Edwards Air Force Base, Air Force Research Laboratory, and Air Force Plant 42 in California, with proposals due July 29, 2026. This is a 100% small business set-aside (NAICS 238330, $19 million size standard).

Place of performance is Edwards AFB and subordinate facilities in California. The five-year indefinite-delivery, indefinite-quantity contract has a ceiling of $4,040,934 and runs September 10, 2026, through September 9, 2031 (base year plus four option years), with individual task orders issued on firm fixed-price basis. Services include flooring material procurement (carpet via USAF Carpet II Ordering Guide; non-carpet products including Gerflor interlocking tiles), removal, installation, repair, and optional furniture moving. Contractors must conduct on-site walkthroughs and provide written quotes within three business days of each task order requirement. Performance standards mandate zero measurement errors, zero property damage, zero surface contamination before installation, and maximum 5% defect rates prior to re-performance (zero after correction).

All contractor personnel require background checks, Antiterrorism Level I training, and OPSEC training within 60 days of work initiation. Contractors must achieve DoD Cybersecurity Maturity Model Certification Level 1 with active status in the Supplier Performance Risk System. Work is subject to Service Contract Act wage determinations for Kern and Los Angeles counties, California.

Evaluation criteria rank price (lowest to highest), technical capability (acceptable/unacceptable), and past performance (exceptional through unsatisfactory on a five-point scale). The Government will conduct tradeoff analysis and may award to a higher-priced vendor if superior past performance justifies additional cost. Quotations must remain firm for 90 calendar days. Amendment-2 posted July 21, 2026, updated the Price List to change Furniture Moving from job-basis to hourly rate; Amendment-1 posted July 17 provided Q&As on bonding, CMMC compliance, pricing methodology, and reference submission.
