This is a Questions and Answers document for the Flooring Services Basic Ordering Agreement (BOA) Solicitation FA930126Q0010. The document addresses 12 inquiries from potential offerors regarding contract terms, pricing methodology, bonding requirements, cybersecurity compliance, and reference submission procedures. The BOA represents a new agreement replacing previously awarded Blanket Purchase Agreements FA930121A0004 and FA930121A0005 for flooring services. One contractor will be awarded the contract.

Key contractual terms clarified in the Q&A include: no bid bonds, payment bonds, or performance bonds are required under this commercial services acquisition per RFO Part 28; contractors must achieve DoD Cybersecurity Maturity Model Certification (CMMC) Level 1 with active status in the Supplier Performance Risk System (SPRS); pricing must utilize Firm Fixed-Price methodology with the mandatory Price List Template (Attachment 2), though winning offerors may update pricing annually in Years 2-5 with sufficient justification to address long-term market fluctuations; unit prices must be fully burdened and include all labor costs, prevailing wages when applicable, fringe benefits, overhead, equipment, supervision, and profit; material line items must include all associated costs such as procurement, delivery, handling, and overhead; and all task order pricing must directly link to the current Price List and applicable Tier I manufacturer not-to-exceed (NTE) material prices per PWS 1.1.3.1. Offerors may enter "TBD" for non-carpet product styles and colors as these will be determined at task order level, and may reference multiple manufacturers or enter "TBD" for manufacturer information. References such as Edwards AFB are acceptable and should submit completed Project Performance Questionnaires (PPQs) directly to the assigned Contracting Officer and Contracting Specialist.
