About this opportunity

The Department of the Air Force Global Strike Command is seeking a contractor to provide comprehensive flooring services at Whiteman Air Force Base (WAFB) in Missouri. The contract requires removal and installation of various floor coverings including vinyl composition tile, luxury vinyl tile, rubber flooring, ceramic tile, and carpet, with all materials meeting specific quality standards. Contractors must procure carpet-related items exclusively through the USAF Carpet II Program, which mandates purchasing from Tier I Vendors and prohibits contractor markup on these items. The solicitation is currently in pre-solicitation phase, with responses due by April 23, 2025, and covers a total contract period of five years consisting of one base year and four 12-month option years. Potential bidders must demonstrate capability to handle complex flooring installations across occupied military facilities, comply with federal regulations, and meet Americans with Disabilities Act guidelines.

The contract has no specific small business set-aside designation and is classified under NAICS code 238330 for Flooring Contractors. While no incumbent contractor is mentioned, the procurement is expected to leverage the Air Force's Carpet II Program, which anticipates delivering approximately 10% cost savings across the Department of the Air Force. The total contract value is not explicitly stated, but the program is estimated to leverage approximately $32M of spend over five years. Work will be performed across various WAFB facilities, requiring contractors to manage all aspects of flooring projects including material procurement, surface preparation, installation, furniture moving, debris removal, and quality control. The contractor must also handle potential six-month contract extensions and coordinate closely with government representatives throughout the project duration.
