About this opportunity

The Department of the Navy Naval Facilities Engineering Command is seeking qualified contractors to perform flooring repair services in Buildings RR631, RR633, and RR635 at Marine Corps Base Camp Lejeune, North Carolina. The scope of work requires removal of existing luxury vinyl plank flooring, application of Ardex floor sealer, and installation of Tarkett Provence 2131 luxury vinyl tile flooring with Johnsonite wall base, along with related finishing work including threshold replacement, debris removal, and a five-year warranty on materials and workmanship. Contractors must meet stringent requirements including possession of M&R MACC (Maintenance and Repair Multi-Award Construction Contract) qualification, submission of detailed construction schedules using Primavera P6, appointment of qualified project personnel including a Project Scheduler and Quality Control Manager with specialized training, compliance with Davis-Bacon prevailing wage requirements, and adherence to comprehensive safety, environmental, and quality control standards. The contract will be awarded to the lowest-priced responsive and responsible offeror based on sealed-bid evaluation. Critical deadlines include a request for information deadline of April 30, 2026 at 3:00 PM EST and a proposal submission deadline of May 4, 2026 at 2:00 PM EST; contractors must also acknowledge receipt of all six amendments issued through April 29, 2026 to avoid proposal rejection.

This opportunity is designated as a Total Small Business set-aside and is restricted to four pre-qualified contractors: T.E. Davis Construction Company, Joyce & Associates Construction Inc., Olympic Enterprises Inc., and Quadrant Construction. The estimated contract value ranges between $500,000 and $1,000,000, with contract completion required within 180 days following award (extended from the original 120-day timeline per Amendment 0004). The project does not require night or weekend work, and contractors are authorized to conduct simultaneous work across all three buildings without special phasing restrictions. Bid bonds at 20 percent of proposal value are required for proposals exceeding $150,000, performance bonds are required for proposals at $150,000 or greater, and payment bonds are required for proposals exceeding $35,000, with liquidated damages assessed at $880 per calendar day for project delays. All work will be performed at Camp Lejeune, North Carolina, with contractors required to meet at Building RR631 on Everett Creek Road for the mandatory April 15, 2026 site visit and to comply with base access requirements including DBIDS registration and MARSOC access procedures.
