About this opportunity
The Department of the Air Force Materiel Command Lifecycle Management Center at Wright Patterson Air Force Base is procuring comprehensive flooring maintenance services for six buildings in Area A, covering approximately 44,000 square feet of various flooring types including Vinyl Composition Tile (VCT), Ceramic Tile, and Carpet. The services encompass extraction services for carpets, strip and wax treatments for VCT floors, deep cleaning and sealing of ceramic tiles, sanitizing stairwells, and related maintenance activities to maintain flooring to the highest standards of cleanliness, appearance, and functionality. This combined synopsis/solicitation (FA860125Q0166) follows Simplified Acquisition Procedures under FAR Part 13 and will result in a Firm Fixed Price contract with a base year and four one-year option periods. The government will evaluate quotations using the lowest price technically acceptable method, requiring conformance to requirements, compliance with the Performance Work Statement, and fair and reasonable pricing. Quotes must be submitted electronically to Contract Specialist Lesly Toussaint and Contracting Officer Raschelle Swindle by August 28, 2025 at 10:00 AM EST, with the government reserving the right to award without discussions or make no award based on quotation quality and pricing reasonableness.
This requirement is designated as a 100% small business set-aside under NAICS code 561720 (Janitorial Services) with a size standard of $22 million, and there is no current incumbent as this represents a new requirement. The contract specifications call for annual maintenance services to be performed one time per year for up to 60 days, with the contractor required to provide all necessary equipment and supplies. The work will be performed at Wright Patterson Air Force Base in Ohio, specifically within six buildings located at different addresses within the 45433 zip code area, including buildings 10271, 11416, 11420, 11455, 11457, and 30258. Working hours are established as 0800-1600, and the contractor will have access to elevators and janitor's closets while being responsible for moving office chairs, with the government handling larger furniture relocation. The contractor may invoice per building and must maintain 24/7 contact availability while following all Air Force and local regulations during performance.
