About this opportunity
The Department of Veterans Affairs Network Contracting Office 21 has issued a Special Notice announcing its intent to award a sole source contract to Nevada Boiler Parts LLC for the procurement of two TB-14110-2A FLOFAB Heat Exchangers valued at $64,223.44. The procurement is designated for the VA Southern Nevada Health Care System in Las Vegas, Nevada, and is set aside for Service-Disabled Veteran-Owned Small Businesses. The VA is utilizing sole source authority under FAR 13 and 41 USC 1901, asserting that only Nevada Boiler Parts LLC possesses the capability to meet the government's immediate needs. This notice serves as notification of the intended sole source award rather than a request for competitive proposals. The procurement falls under NAICS code 811310 for commercial and industrial machinery repair and maintenance.
The primary objective of this procurement is to obtain emergency heat exchanger repairs to prevent clean steam generator failures in operating rooms, sterile processing services, and other critical servicing areas at the VA facility. Potential alternate vendors have until July 28, 2025, at 12:00 PM Pacific Time to submit written evidence demonstrating their capability to provide the required supplies, though the government retains sole discretion on whether to proceed competitively. All contractors must maintain active registration in the System for Award Management (SAM) to be eligible for consideration. Market research conducted through the Federal Procurement Data System, VA National Acquisition Center, and GSA Advantage yielded no alternative sources for the specific heat exchanger model required. Consumer Pipe and Supply Co. submitted a higher quote of $70,581.23 but was disqualified due to lacking active SAM registration, reinforcing Nevada Boiler Parts LLC as the only viable contractor capable of meeting the urgent timeline requirements.
