Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

1. Contracting Activity: Department of Veterans Affairs, Network Contracting Office
(NCO) 21, located at 855 M Street, Suite 1020, Fresno CA 93721 in support of VA Southern Nevada Healthcare System (VASNHCS) at 6900 N. Pecos Rd., N. Las Vegas, NV 89086.
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: This document details an emergency request for two (2) TB-14110-2A, FLOFAB Heat Exchanger Bundle for VASNHS.
Estimated cost is $64,223.44
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: Immediate repair needed to prevent clean steam generator failure causing patient care and work stoppage to OR, SPS and other servicing areas. Nevada Boiler Parts LLC, is the only available contractor capable of providing immediate repairs.
4. Description of market research conducted and results or statement why it was not conducted:
A search on Federal Procurement Data System (FPDS), for “TB-14110-2A”, resulted in zero (0) contract actions. A search of the VA National Acquisition Center (NAC) for “TB-14110-2A” retrieved zero (0) records. A search on General Services Administration (GSA) Advantage for “TB-14110-2A”, then by “flofab” resulted in zero (0) products.
Two informal quotes were provided for this requirement. Consumer Pipe and Supply Co. ($70,581.23) could provide the TB-14110-2A in 8-10 weeks after receipt of order (ARO). Nevada Boiler Parts LLC ($64,223.44) could provide the items in 16 weeks ARO. During market research the vendor stated the item could be provided sooner.
A SAM Exclusion check was completed for Consumer Pipe and Supply Co, it shows the company does not have an active SAM registration. The same search was performed for Nevada Boiler Parts LLC, it had an active registration and there are no active/inactive exclusions.

Although, Consumer Pipe and Supply Co appear qualified and capable of meeting the requirement, based upon on market research conducted using FPDS, SBA, SAM, VA NAC, and GSA, the company does not have an active SAMs registration. Therefore, Nevada Boiler Parts LLC, is the only available contractor capable of providing immediate repairs.
5. Contracting Officer's Certification: Purchase is approved in accordance with
FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
