The project involves replacing an existing Mitsubishi ducted HVAC unit with a new 5-ton, 240V, 18-SEER 2-stage condenser and air handler, along with adding return ducts and registers, installing an automatic damper to reduce outside air intake, and implementing a new digital programmable thermostat. Contractors must demonstrate past performance by providing three examples of similar projects completed within the last five years, and quotes will be evaluated on a best value basis considering both past performance and price. Critical deadlines include a site visit on December 12, 2025 (with registration required by December 11), written questions due by December 16, 2025, and quotes due by December 30, 2025 at 1100 Central Time. All submissions must be sent via email to Contracting Officer Elvia Arellano at elvia_arellano@fws.gov.

The work must be completed during normal government duty hours at 610 Wilder Road, Big Pine Key, Florida 33043, with the contractor required to comply with Davis-Bacon wage rates, buy American provisions, and various federal acquisition regulations specific to construction contracts. The equipment warranty requirement includes one year for parts and five years for the compressor, and contractors must provide a quote schedule that itemizes equipment, labor, and insurance/overhead/profit costs.
