About this file

This Statement of Work (SOW) details an air conditioning replacement and efficiency modification project for the National Key Deer Refuge in Big Pine Key, Florida. The project involves modifying the bunkhouse air conditioning system to reduce outside air intake and replace an existing Mitsubishi ducted unit with a new 5-ton, 240V, 18-SEER 2-stage condenser and air handler. Key scope elements include: adding two return ducts and registers in central common areas, installing an automatic damper to reduce outside air, implementing a new digital programmable thermostat, and ensuring a 1-year parts/5-year compressor warranty. The project requires the contractor to coordinate with Refuge Management, supply all materials, perform installation in compliance with manufacturer specifications, and conduct system testing to confirm efficient cooling of 20 BTUs per square foot. The period of performance is 30 days after Notice to Proceed, with work to be completed during normal government duty hours at 610 Wilder Road, Big Pine Key, FL 33043.

STATEMENT OF WORK

Air Conditioner Replacement & Efficiency Modification

National Key Deer Refuge Big Pine Key, FL

GENERAL

The objective of this project is to increase efficiency of the Refuge Bunkhouse air conditioning system and reduce the monthly power bill. The National Key Deer Refuge (Refuge) bunkhouse has an air conditioning system that inefficiently cools and is cost prohibitive to operate. The air conditioning system has been diagnosed as inefficient due to the system return utilizing 100% outside air with humidity levels up to 90% and temperatures upward to 100 degrees the summer months. There is also a concern that mold will develop without modifications. Therefore, the Refuge would like to modify two return ducts to reduce outside air intake as well as replace one condenser and air handler to improve the efficiency of the Refuge bunkhouse air conditioning system and reduce excessive power bills. Original HVAC drawings and specifications for the existing facility are attached.

SCOPE

The scope of work for this project includes the following:

1) Two Duct Return Modifications: Modification of duct system to add 2 return ducts and 2 registers, both in central common areas of the Bunkhouse and add an automatic damper in the existing return plenum to reduce the use of outside air.

a. Duct Modification Includes:

i. Adding filter box with filter in return air plenum and damper to reduce outside air in accordance with manufacturer guidelines industry standard for outside air requirements, and in ceiling registers.

ii. R6 flex duct and insulated metal duct boxes.

2) One Replacement of Air Handler/Condenser: Replace Mitsubishi ducted unit with a new 5-ton 240V single phase 18-SEER 2 Stage Straight Cool/Direct Expansion/A2L Refrigerant condenser and air handler in the same location the Mitsubishi ducted unit is currently located.

a. Replacement of Air Handler/Condenser Includes the Following Associated Components:

i. New digital programable thermostat.

ii. New auxiliary drain pan and safety float switches.

iii. 1-year warranty on parts/5-year warranty on compressor, or full manufacturer’s warranty if timeframe exceeds 1-year parts/5-year compressor.

3) Installation: Contractor will install the return modifications and air handler/condenser in compliance with the manufacturer's specifications.

4) Testing: The installer will test and confirm all modifications and replacements of the Refuge bunkhouse air conditioning system function as per the manufacturers specifications and efficiently cool the bunkhouse with 20 BTUs per square foot.

5) Training: Once installation and testing are completed by the installer, our team will receive training on operation of the new air handler/condenser through the new digital programable thermostat.

6) Contractor must coordinate all installation with Refuge Management.

7) Contractor will supply all material.

8) All demolition and scrap material shall become the contractor’s property and shall be removed from the site and disposed of in a legal and ecological manner.

9) Contract shall run all necessary electrical power needed for full operation of the system.

DELIVERABLES

The following deliverables will be provided to the Refuge upon completion of the installation:

1) Duct Return Modifications to add two return ducts and registers to common areas and reduce outside air intake.

a. Adding filter in attic for outside air, and in ceiling registers.

b. R6 flex duct and metal duct boxes.

2) Replacement of one Mitsubishi ducted unit with a new 5-ton 240V single phase 18-SEER 2 Stage Straight Cool/Direct Expansion/A2L Refrigerant condenser and air handler in same location as the current Mitsubishi ducted unit.

a. New digital programable thermostat.

b. New auxiliary drain pan and safety float switches.

c. 1-year warranty on parts/5-year warranty on compressor, or full manufacturer’s warranty if timeframe exceeds 1-year parts/5-year compressor.

3) Test and confirm all modifications and replacements of the Refuge Bunkhouse air conditioning system to function as per the manufacturers specifications and efficiently cool the bunkhouse with 20 BTUs per square foot.

4) Training on operation and maintenance of the new air handler/condenser with the new programable thermostat.
