About this opportunity
The Department of the Air Force Materiel Command Lifecycle Management Center is conducting market research through this Request for Information (RFI) to identify potential sources for producing the AN/FMQ-23 Fixed Base Weather Observation System (FBWOS). This automated weather observation system is capable of sampling and reporting comprehensive meteorological data including temperature, wind speed and direction, visibility, cloud base height, pressure, precipitation, lightning, runway light intensity, and ice accretion. Interested companies must submit a two-page capabilities package by October 17, 2025, detailing their ability to produce three to seven systems annually, their relevant experience with automated weather systems, applicable industry certifications, and compliance with International Traffic in Arms Regulations (ITAR). The evaluation will assess respondents' technical capabilities, production capacity, and demonstrated experience with similar automated weather observation equipment. Prospective bidders should direct questions and submissions to Brett Maguire or Captain Christopher Thier at the Air Force Life Cycle Management Center's Aerospace Management Systems Division located at Hanscom Air Force Base, Massachusetts.
This opportunity is designated as a total small business set-aside, restricting competition to small business entities. No incumbent contractors or current contract values are identified in the RFI, and no guarantee of future procurement is provided, as this is explicitly stated as a market research initiative with no associated funding or commitment to award. Respondents must provide a cover sheet including their company name, UEI and CAGE codes, socioeconomic status, business location, and a point of contact. The RFI was posted on October 2, 2025, with responses due on October 17, 2025, allowing interested parties a 15-day window to prepare and submit their capabilities documentation. The anticipated annual production volume of three to seven systems indicates a relatively limited but specialized market for this meteorological equipment.
