About this opportunity
The Air Force Materiel Command (AFMC), Air Force Life Cycle Management Center (AFLCMC) at Hanscom Air Force Base, Massachusetts, published this Special Notice on February 10, 2026, announcing its intent to modify an existing contract through a sole-source procurement action. The Government plans to negotiate with Mesotech International Inc., the Original Equipment Manufacturer (OEM), for the procurement of new FMQ-23 fixed-base weather systems and proprietary parts under the authority of 10 U.S.C. 2304(c)(1). This action will modify the existing Indefinite Delivery/Indefinite Quantity (IDIQ) contract FA2330-23-D-B001, which was originally awarded to Mesotech as a competitive small business set-aside for maintenance and lifecycle support services. Market research conducted in October 2025 confirmed that Mesotech is the only responsible source capable of providing the required systems and components.
The primary objective of this notice is to inform interested parties of the Government's sole-source procurement intent and to allow other responsible sources to submit capability statements or proposals for consideration by February 25, 2026. Interested contractors must submit their submissions via email to the Point of Contact identified in the notice, with capability statements preferably limited to three pages or fewer. While the notice explicitly states it does not constitute a formal Request for Proposal or Invitation for Bid and does not obligate the Government to any specific acquisition approach, all responsible sources are invited to demonstrate their capability to meet the requirement. The Government will not provide compensation for information or costs incurred in developing responses to this notice. This sole-source action underscores the specialized and proprietary nature of the FMQ-23 weather systems, making competitive alternatives unavailable in the market.
