About this opportunity

The Indian Health Service (IHS) Great Plains Area has issued a sources sought notice for the purchase of three Drager Babyroo open care warmers to support emergency resuscitation at the Quentin N. Burdick Memorial Health Care Facility in Belcourt, North Dakota, which serves approximately 14,550 Native Americans in the Turtle Mountain Service Unit. This procurement is specifically limited to Drager brand equipment based on a Brand Name Justification that identifies the TN300 BabyRoo as the newest platform replacing older Resuscitaire models, with the Great Plains Area Medical Equipment Governance Committee designating Draeger as the manufacturer of choice for infant warmers. Interested parties must submit detailed capability statements by July 31, 2025, at 12:00 p.m. CST via email to Contract Specialist Mona Weinman, including company information, SAM registration details, GSA Schedule numbers, experience references, staffing capabilities, and technical qualifications. Only new equipment with original manufacturer warranties will be accepted, with no used, refurbished, or counterfeit items permitted, and all invoicing must be processed through the Treasury's Invoice Processing Platform (IPP).

This procurement is designated as an Indian Economic Enterprise (IEE) set-aside, requiring potential contractors to complete an IEE Representation Form if they qualify as American Indian/Native American owned small businesses. The anticipated contract structure is firm-fixed-price for commercial items under NAICS code 423450 (Medical, Dental, and Hospital Equipment and Supplies Merchant Wholesalers), with delivery required within 10 weeks of order receipt and partial delivery not preferred. While no specific contract value is disclosed in the sources sought notice, the Brand Name Justification indicates the new BabyRoo platform costs approximately 20% more than previous models due to new intellectual software, added safety features, and market changes. The procurement includes not only the three infant warmers but also necessary accessories such as Resus modules, gas mixers, skin temperature probes, ThermoTrace Central monitoring systems, gas cylinder holders, central gas supply hoses, scales, height-adjustable trolleys, and VentStar Resus Neo devices to ensure proper installation and operation. This sources sought notice serves as market research to determine IEE availability and does not constitute a solicitation, with the government reserving the right to issue a subsequent Request for Quote based on responses received.
