About this opportunity

The Defense Logistics Agency Family, Morale, Welfare, and Recreation (FMWR) program is soliciting quotes for professional fireworks display services at the Defense Distribution Center Susquehanna in New Cumberland, Pennsylvania. The contractor must provide all labor, equipment, materials, permits, expertise, and cleanup for a fireworks display lasting approximately 20-30 minutes scheduled for July 2, 2026, beginning at dusk (approximately 9:00 PM). Key requirements include obtaining all required local, county, and state fireworks permits (including a Pennsylvania shooter's license and transportation certificate), ensuring all pyrotechnicians meet Commonwealth of Pennsylvania licensing standards, conducting site-specific risk assessments, and maintaining comprehensive insurance coverage with minimum limits of $500,000 per person and $1,000,000 per occurrence for both liability and property damage. The solicitation will be awarded using Lowest Priced, Technically Acceptable (LPTA) evaluation criteria, with technical proposals evaluated on Technical Capability (Factor 1) and Delivery (Factor 2). Written questions must be submitted by March 3, 2026, at 3:00 PM EST, and complete quotations are due by March 12, 2026, at 3:00 PM EST. Amendment P00001, issued February 26, 2026, removed the July 3 rain date, clarifying that the event will proceed on July 2, 2026 regardless of weather conditions unless deemed unsafe by leadership.

This procurement has no set-aside designation and is classified as Explosives Manufacturing (NAICS 325920) and Pyrotechnics (PSC 1370). No incumbent contractor or budget range is specified in the solicitation materials. The contract will be issued as a Firm-Fixed-Price (FFP) purchase order with delivery required within 30 days of award. The event is anticipated to attract approximately 3,000-3,500 attendees, with the spectator location identified as Riverview Golf Driving Range (coordinates 40.21466, -76.83699), though the actual shoot site location remains to be determined. The place of performance is New Cumberland, Pennsylvania 17070. Contractors must acknowledge receipt of Amendment P00001 prior to the solicitation deadline and provide a Unique Entity ID (UEI) number within three calendar days after award via SAM.gov registration.
