About this opportunity
The Defense Logistics Agency's Family & Morale, Welfare, and Recreation (MWR) program is seeking a professional fireworks display contractor to provide a comprehensive pyrotechnic show at the Defense Distribution Center Susquehanna in New Cumberland, Pennsylvania, as part of the FMWR Susquehanna Summerfest 2026 celebration. This Request for Information (RFI) is being issued in accordance with Army Regulation 215-4 to gather vendor information and capabilities for potential future procurement and does not guarantee an actual contract award. Interested vendors must submit written responses by January 9, 2026, at 2:00 PM EST, not exceeding 10 pages, with electronic submissions preferred to Elizabeth Sheffield at Elizabeth.Sheffield@DLA.mil. The submission should include company information and a capabilities statement with a rough order of magnitude cost estimate, though the government will not compensate respondents or guarantee future solicitation. The successful vendor will be responsible for all aspects of the display, including design, setup, execution, safety compliance, permit acquisition, and cleanup, with particular emphasis on meeting all federal, state, and local regulations regarding fireworks handling and storage.
The RFI carries no set-aside designation, and no incumbent contractor is identified. The fireworks display is scheduled for July 2, 2026, at 9:00 PM (with a rain date of July 3, 2026), and should last approximately 20-30 minutes with professional design incorporating various effects, colors, and potentially synchronized music to celebrate the nation's 250th anniversary. The anticipated audience will range from 3,000 to 3,500 attendees, and the vendor must provide adequate safety barriers and security personnel while developing a comprehensive safety plan addressing potential hazards and emergency procedures. No specific budget or award value is identified in the RFI, as this is an information-gathering phase rather than a formal solicitation; however, vendors are expected to provide cost estimates as part of their capability statements.
