About this file
This is an attachment outlining contractor installation access requirements for Defense Logistics Agency (DLA) installations. The document establishes security and access control procedures that all contractor personnel must follow when requiring physical access to DLA facilities.
Contractor personnel without valid DoD-issued credentials (Common Access Card, federal PIV card, or military retiree/dependent ID) must be processed as visitors and comply with local installation access procedures. All contractors must be sponsored by an authorized Government representative and complete pre-registration through the Defense Biometric Identification System (DBIDS) at https://dbids-global-enroll.dmdc.mil/preenrollui/#/landing-page, providing a PDF copy of the confirmation page, QR code, and six-digit number to the sponsoring Government Official or Contracting Officers Representative. Contractors must present valid government-issued photo identification complying with Real ID Act standards or approved alternatives (passport, TWIC, PIV card) and report to the Visitor Control Center (VCC) for identity verification, background screening, and security authorization. Personnel without approved credentials require an escort at all times on the installation. Upon entry, contractors are subject to security screening, random vehicle inspections, and identity checks, and may only access authorized areas upon receiving an approved visitor badge. The contractor bears responsibility for ensuring only authorized personnel enter DLA property, personnel comply with security and safety regulations, and staffing or access changes are communicated without delay to the Contracting Officer or designated Government representative. Access coordination must occur through the assigned Contracting Officer Representative, Contracting Officer, or site-designated Government sponsor, with specific procedures addressed through the local installation security office or VCC.

ATTACHMENT J-2
Contractor Installation Access – Defense Logistics Agency (DLA) Installation
Management
1. General Requirements
Contractor personnel requiring physical access to any DLA installation must comply with all applicable Department of Defense (DoD), DLA, and local installation security and access control policies. Contractors without a valid DoD-issued Common Access Card
(CAC), federal Personal Identity Verification (PIV) card, or military retiree/dependent ID must be processed as visitors and are subject to local installation access procedures prior to entry.
2. Visitor Control and Access Processing
Contractors who do not possess DoD-issued credentials must report to the designated
Visitor Control Center (VCC) or equivalent entry control facility at the applicable DLA site.
Access is subject to identity verification, background screening, and security authorization.
Contractor personnel must comply with the entry hours, location-specific procedures, and documentation requirements outlined by the local security office.
3. Pre-Registration and Sponsorship
Contractors must be sponsored by an authorized Government representative. In accordance with DLA policy, pre-registration through the Defense Biometric Identification
System (DBIDS) is required. The Contractor shall complete registration at this link:
https://dbids-global-enroll.dmdc.mil/preenrollui/#/landing-page. Then provide a PDF copy of the confirmation page, QR code, and six-digit number to the sponsoring Government
Official. The sponsoring Government Official is the designated representative or
Contracting Officers Representative. A printed copy of the confirmation page shall be presented at the VCC upon arrival.
4. Identification and Escort Requirements
Contractors must present valid government-issued photo identification that complies with
Real ID Act standards or an approved alternative (e.g., passport, TWIC, PIV card).
Contractors without approved credentials require an escort at all times while on the installation, based on local security protocols.
5. Security Screening and Building Entry
Contractors are subject to installation-level security screening, random vehicle inspections, and identity checks upon entry. Upon receiving an approved visitor badge, personnel may only access authorized areas and must comply with all posted security signage and instructions. Some DLA sites may utilize badge readers or turnstiles requiring manual scan-in/out procedures.
6. Contractor Responsibilities
The contractor is responsible for ensuring:
• Only authorized personnel with approved access enter DLA property.
• Personnel comply with all security, safety, and conduct regulations.
• Changes in staffing or access needs are communicated to the Contracting Officer or designated Government representative without delay.
7. Access-Related Points of Contact
Contractors must coordinate access requirements through the assigned Contracting
Officer Representative (COR), Contracting Officer, or site-designated Government sponsor.
For specific access procedures, contractors shall consult the local installation security office or VCC.
