About this opportunity

The Department of the Air Force Air Combat Command seeks design-build services to replace the antiquated fire alarm system at the Sagebrush Inn (Building 2320) at Mountain Home Air Force Base in Idaho with a new addressable Honeywell Silent Knight fire alarm system. The contract requires comprehensive design services including specifications, analysis, and construction scheduling, followed by construction services encompassing demolition, new installation, and system commissioning in accordance with Unified Facility Criteria and National Fire Protection Association standards. Contractors must demonstrate specialized technical competence by having a Fire Protection Engineer with Honeywell Fire Alarm systems knowledge, a senior electrical engineer, and an architectural engineer on staff or through an established relationship with an architecture and engineering firm. The evaluation will be based on three criteria: past performance (100 points), delivery timeline (10 points), and specialized technical competence (pass/fail), with award made to the lowest-priced offeror meeting minimum requirements, though the government reserves the right to select a higher-priced proposal within 10 percent of the lowest price if it demonstrates superior past performance or shorter duration. Proposals are due by 12:00 PM Mountain Time on January 28, 2026, with questions accepted until January 12, 2026, and a mandatory site visit scheduled for January 6, 2026.

This solicitation carries no set-aside designation and is open to all qualified contractors. The estimated project value ranges from $1,000,000 to $5,000,000, with a total period of performance of 407 calendar days from Notice to Proceed, consisting of a 212-day design phase, 180-day construction phase, and 15 days for demobilization and close-out. Construction is scheduled to begin no earlier than June 1, 2026, and the project must minimize disruption to Airmen occupants of the building by working one floor at a time. The work is classified under NAICS code 236220 (Commercial and Institutional Building Construction) with a small business size standard of $45 million in annual receipts. The place of performance is Mountain Home Air Force Base in Mountain Home, Idaho, with the building housing approximately 55 guests in temporary lodging capacity.

Amendment 0003 (04 in SAM)

-Solicitation has been extended one final time to allow adequate time for responses to RFI Responses (03)

-SOW has been updated to reflect responses to RFIs and site visit remarks.

-PSC has been updated.

-RFI Responses (03) has been uploaded.

The United States Government (USG) has a requirement for design-build services set forth under this contract at Mountain Home Air Force Base (MHAFB) to replace the antiquated fire alarm system at the Sagebrush Inn, building 2320, with a new addressable fire alarm system, as required by the Fire Prevention Engineer. The design-build services shall develop a complete design with supporting specifications, analysis (without hazardous material survey for asbestos and lead-based paints, as per the MHAFB environmental office.), and proposed construction project schedule; followed by construction services to include demolition; new installation, and commissioning fire alarm systems in accordance with Unified Facility Criteria (UFC); design drawings and specifications; and other design standards and guidance.
Building 2320 has an outdated fire alarm panel and devices which violate the Fire Code requirements. There are no replacement parts available for what is currently installed, which is driving the requirement for a replacement and upgraded system.
It is anticipated that the period of performance will be 407 calendar days from the Notice to Proceed. Design phase being limited to 212 days and construction phase to 180 with the remaining days being used for De-mobilization and Close-out.
Building 2320 will be occupied with Airmen and the everyday mission of those airmen should be minimally disrupted as much as possible. This project will be broken up into 3 phases. Phase 1 will be dedicated to the design of the project and result in the 65% design package being submitted to USG. At the same time the 65% design is delivered Phase 2, which is dedicated to construction, will kick off. Phase 3 will involve tasks finishing up construction, testing, demobilizing, etc.

See attachments below for all relevant documents.
