About this file
This Statement of Work (SOW) details a design-build project for Mountain Home Air Force Base (MHAFB) to replace the fire alarm system in Building 2320, a temporary lodging facility housing approximately 55 guests. The project requires a comprehensive 100% replacement of the existing fire alarm system, including a new Honeywell Silent Knight Addressable Fire Alarm Panel (FAP), Mass Notification System Panel (MNS), speakers, smoke and heat detectors, pull stations, strobe lights, and associated equipment.
The project is structured in three primary phases over 407 calendar days: design (212 days), construction (180 days), and demobilization/close-out (15 days). Key requirements include installing a new fire alarm system compliant with UFC and NFPA standards, ensuring compatibility with the fire department's communication systems, and maintaining minimal disruption to the building's occupants. The contractor must be licensed by Honeywell, provide detailed design submittals at 65%, 95%, and 100% stages, and complete system testing and commissioning, including specific mass notification message requirements and battery calculations.

Statement of Work
1.0 INTRODUCTION
The United States Government (USG) has a requirement for design-build services set forth under this contract at Mountain Home Air Force Base (MHAFB) to replace the antiquated fire alarm system at the Sagebrush Inn, building 2320, with a new addressable fire alarm system, as required by the Fire Prevention Engineer. The design-build services shall develop a complete design with supporting specifications, analysis (without hazardous material survey for asbestos and lead-based paints, as per the MHAFB environmental office.), and proposed construction project schedule; followed by construction services to include demolition; new installation, and commissioning fire alarm systems in accordance with Unified Facility Criteria (UFC); design drawings and specifications; and other design standards and guidance.
2.0 BACKGROUND INFORMATION
Building 2320 is temporary lodging for Mountain AFB services with initial construction dating 1997 to house approximately 55 guests. The building is “V” shape in design and is 52-feet wide with the two legs at 125-feet and 140-feet each, with an internal space of roughly 42,000 ft2. (three floors at 14,000 ft2). The building has three floors, each with 18 guest rooms, and the building is physically located in the center of MHAFB, at the corner of Falcon St and Aardvark Ave. (See ATTACHMENT # 1 through ATTACHMENT # 4)
Building 2320 is a facility that houses guests at MHAFB - it is an absolute necessity that it meets all Fire Code requirements. The existing Fire Alarm Panel (5820) and devices in Bldg. 2320 are antiquated and are no longer acceptable by the Base Fire Inspector; unfortunately, replacement parts are no longer available.
Devices are normally scheduled to be replaced every 10 years; however, with the shortage of replacement devices, they have only been replaced as needed.
This project will be a Design-Build project that will replace and upgrade the Fire Alarm Panels and associated devices with code-approved conduit/raceway. Specifically, this project will accomplish the following:
(a) 100% Replacement of the Fire Alarm System within Building 2320 to include:
(1) Addressable Fire Alarm Panel (FAP)

(13) minimum of ¾-inch “red” conduit/raceway for branch circuits and minimum of 1-inch to 1 ½-inches “red” conduit for main trunk raceway (as determined by installer)
(14) Appropriate “red” junction boxes
(15) All magnetic door closers that are controlled by the new Fire Alarm Panel (if applicable per Fire
Protection Engineer)
(16) Other fire-related materials as specified by the Fire Protection Engineer (FPE).
(b) Install eight (8) transmission outputs that allow for:
(1) (a) eight (8) separate MNS pre-recorded messages (as per defining AFI); and (b) eighteen
(18) additional customized messages:
(2) “Shelter in Place” (pre-recorded),
(3) “Bomb Threat” (pre-recorded),
(4) “Active Shooter” (pre-recorded),
(5) “Exercise Active Shooter” (pre-recorded),
(6) “Weather Warning” (pre-recorded),
(7) “Fire Emergency” (pre-recorded),
