About this file

This is a Sources Sought Notice for worldwide fire alarm system replacement and installation services at U.S. diplomatic facilities overseas. The U.S. Department of State, Bureau of Overseas Buildings Operations (OBO) is conducting market research under FAR Part 10 to identify qualified contractors capable of replacing legacy fire alarm systems at U.S. Embassies, Consulates, and Missions globally. The notice is not a formal solicitation and does not commit the Government to award a contract; responses will be used to shape acquisition strategy, including potential small business set-asides. The Government does not reimburse response costs or provide feedback on submissions.

The anticipated contract will be awarded as one or more Indefinite-Delivery/Indefinite-Quantity (IDIQ) agreements, with individual task orders including post-specific Statements of Work. Work includes surveying existing systems, demolishing and removing legacy infrastructure, installing state-of-the-art fiber optic networked fire alarm systems, restoring monitoring of automatic fire sprinkler and fire pump functions, and delivering all documentation and drawings to DOS. All work must comply with NFPA 72, NFPA 70, NFPA 101, NFPA 110, International Building Code/International Fire Code, ADA, and OSHA standards. The contractor must provide all tools and materials, coordinate with Embassy or Mission points of contact, maintain active fire protection during work, perform off-hours installation to avoid disruption, and securely ship materials to overseas locations. Interested firms must submit a capability statement of no more than 10 pages by October 23, 2026 at 12:00 PM to Joy Young at youngjd@state.gov. The notice covers NAICS Code 922160 (Fire Protection) with PSC code N063 and emphasizes the need for NICET-certified technicians and manufacturer-authorized service providers whose systems allow independent Government licensing and programming capability.

Purpose and Disclaimer. The U.S. Department of State (DOS) is doing market research under Federal Acquisition Regulation (FAR) Part 10 to find qualified, capable sources to replace and install fire alarm systems at U.S. diplomatic facilities overseas. This is a Sources Sought Notice only. It is not a Request for Proposal (RFP), Request for Quotation (RFQ), or Invitation for Bid (IFB), and it does not commit the Government to issue a solicitation or award a contract. The Government will not pay for any information or costs you incur in responding, and it will not return responses or give feedback on them. DOS will use the responses to shape its acquisition strategy, including whether to set the requirement aside for small businesses or socioeconomic programs. If DOS issues a solicitation, it will announce it separately on SAM.gov. Interested parties are responsible for monitoring SAM.gov for future announcements.

Background and Requirement. DOS needs to completely replace legacy, obsolete fire alarm systems at overseas posts and associated buildings. The work covers system replacement only. The contractor must perform all work in accordance with NFPA 72 (National Fire Alarm and Signaling Code), NFPA 70 (National Electrical Code), NFPA 101 (Life Safety Code), NFPA 110 (Standard for Emergency and Standby Power Systems), the International Building Code and International Fire Code (IBC/IFC), Americans with Disabilities Act (ADA) requirements for audible and visible notification appliances, and Occupational Safety and Health Administration (OSHA) standards. DOS expects to award one or more Indefinite-Delivery/Indefinite-Quantity (IDIQ) contracts. Each task order will include a post-specific Statement of Work.

Objectives. DOS has five objectives:

· Replace legacy fire alarm infrastructure with state-of-the-art, compound fiber optic networked fire alarm systems.

· Fully install and restore networked fiber optic fire alarm systems at overseas posts and associated buildings.

· Restore full monitoring of automatic fire sprinkler and fire pump functions at the fire detection/alarm panel, where required.

· Deliver all fire alarm programs, NFPA 72 documentation, and associated drawings to DOS.

· Use system manufacturers that let DOS technicians become independently licensed by the manufacturer and gain programming capability on the installed systems.

Anticipated Scope of Work. Task orders may include, but are not limited to, the following work:

· Survey existing systems.

· Demolish and remove legacy compound nodes, sub-panels, transponders, initiating devices, notification appliances, and obsolete network modules.

· Keep active fire protection in place, or set up a Fire Watch during business hours.

· Install new fiber runs between buildings or use existing ones.

· Work off-hours so daily post operations are not disrupted.

· Coordinate all work and system testing with the designated Embassy or Mission point of contact. That person will help with scheduling, approve any local supplies, and serve as liaison with other post personnel.

DOS will provide parts and materials as Government-Furnished Equipment (GFE), identified at the task order level. The contractor must provide all tools and materials needed to do the work. The contractor will also remove and replace affected ceiling tiles, repair drywall, and safely dispose of excess materials and debris. In addition, the contractor must be able to ship materials securely to DOS posts overseas.
