The procurement is set aside for Total Small Business and will be awarded as a time-and-materials contract to the lowest priced, technically acceptable offeror with no adverse past performance.

Contractor personnel must satisfy all applicable personnel-security, clearance, and facility-access requirements and maintain active enrollment in a Continuous Vetting program. Place of performance is FinCEN facilities in Washington, DC, and Vienna, Virginia.
The contract period runs September 27, 2026 through September 26, 2031, consisting of a one-year base period and four one-year option periods. The not-to-exceed ceiling is $40,000 for each one-year contract period; if all four option periods are exercised, the maximum potential contract ceiling is $200,000. Services are performed on an as-needed basis and include preventive and corrective maintenance, troubleshooting, repair, replacement, installation, relocation, testing, configuration, software support, and emergency services for TRAKA electronic key-management cabinets, Medeco high-security lock cores and hardware, Kaba Mas X10 and CDX-10 electromechanical locking systems, and associated components.
Service response times are strict: 2-hour acknowledgment, 4-hour initial response, 4-hour emergency onsite response, and 3-day routine onsite response. Preventive maintenance is required at least every six months. The NAICS code is 561621, Security Systems Services. Offerors must submit Attachment B—Specification and Pricing Sheet with their quotations and comply with Treasury APU 26-01 requirements, including an Initial Staffing Plan and monthly workforce reports.
