About this file

This is an attachment to a federal contract solicitation (2099CF26Q00006) that establishes salient characteristics for Medeco high-security lock cores, keys, and related hardware offered as brand-name or equal products for the Financial Crimes Enforcement Network (FinCEN).

The document specifies eleven minimum salient characteristics that equal products must satisfy to maintain compatibility, security, reliability, and key-control capabilities within the existing FinCEN environment. Equal products must be fully compatible with existing Government door hardware, lock housings, cylinders, and physical-security components without requiring unapproved modifications, and must fit existing application and installation dimensions with all necessary adapters and fasteners included. Products must provide high-security locking functions equal to or greater than existing components, with resistance to unauthorized manipulation, picking, drilling, and forced entry. Key-control capability requirements mandate support for controlled key issuance and management, non-reproducible key blanks through unrestricted commercial channels, and means for restricting unauthorized key duplication. Equal products must integrate with existing Government keying systems without degrading security or requiring wholesale replacement of serviceable locks unless authorized by the Government. Additional requirements address interchangeability and fit, durability and reliability equal to the brand-name product, appropriate material construction suitable for high-security applications, security certifications and ratings equivalent to existing components, installation that does not adversely affect door operation or life-safety requirements, and manufacturer warranty and support. Offerors proposing equal products must provide comprehensive documentation including manufacturer identification, specifications, written comparison demonstrating compliance with each characteristic, identification of any required modifications or changes to the existing environment, and disclosure of differences affecting security, compatibility, key control, maintenance, warranty, or future replacement requirements.

Purpose. The Government’s existing environment includes Medeco high-security lock cores, keys, and related locking hardware. Products offered as “equal” shall meet all of the following minimum salient characteristics.

These requirements are intended to preserve compatibility, security, reliability, and key-control capabilities within the existing FinCEN environment.

1. Compatibility with Existing Hardware

• Shall be fully compatible with the Government’s existing door hardware, lock housings, cylinders, cores, and associated physical-security components without requiring unapproved modification of Government-owned equipment.

• Shall fit the existing application and installation dimensions for the component being replaced.

• Shall include all adapters, fasteners, interfaces, and incidental hardware required for complete installation and operation.

2. High-Security Locking Function

• Shall provide a high-security locking function equal to or greater than the security level of the existing component being replaced.

• Shall provide resistance to unauthorized manipulation, picking, drilling, forced entry, and other methods of physical attack appropriate to the intended application.

• Shall not introduce a reduction in the physical-security protection provided by the existing locking system.

3. Key-Control Capability

• Shall support controlled issuance and management of keys appropriate for a high-security Government facility.

• Keys and key blanks shall not be readily reproducible through unrestricted commercial duplication channels.

• The proposed solution shall provide a means for controlling or restricting unauthorized duplication of keys.

• The Contractor shall identify any authorization, registration, credential, or other control required to obtain replacement keys or key blanks.

4. Existing Key-System Integration

• Where integration with an existing Government keying system is required, the offered product shall support the required keying configuration without degrading existing security or key-control practices.

• The Contractor shall identify any effect the proposed equal product would have on existing keys, master-key arrangements, key records, or future replacement requirements before installation.

• An equal product shall not require wholesale replacement of otherwise serviceable Government locks, cores, or keys unless specifically authorized by the Government.

5. Interchangeability and Fit

• Replacement cores, cylinders, locks, and related components shall be dimensionally and functionally suitable for the existing application.

• Components shall operate with the associated door, frame, latch, strike, trim, and locking hardware without binding, interference, or degradation of required operation.

6. Durability and Reliability

• Offered products shall be commercially manufactured for high-security institutional, commercial, or

Government applications.

• Components shall be suitable for the frequency of use and environmental conditions associated with the installation location.

2099CF26Q00006

• The offered product shall provide reliability and maintainability equal to or greater than the referenced brand-name product for the intended application.

7. Materials and Construction

• Lock cores, cylinders, keys, and related hardware shall be constructed of materials suitable for their intended high-security application.

• Materials and finishes shall be compatible with the existing installation and shall resist premature wear, corrosion, deformation, or failure under normal operating conditions.

8. Security Certifications and Ratings

• Where an existing component is subject to a specific security certification, listing, rating, or Government security requirement, the proposed equal product shall meet the same requirement or an approved equivalent.

• The offeror shall identify applicable certifications, listings, test results, or ratings supporting the proposed equal product.

• Applicable security ratings shall be confirmed by the Government for each specific application before replacement.

9. Installation and Operation

• Installation of an equal product shall not adversely affect door operation, life-safety requirements, accessibility, fire protection, or other applicable building or security requirements.

• The product shall permit normal operation, maintenance, repair, and replacement without proprietary modifications not disclosed in the offer.

10. Warranty and Support

• The offered product shall be supported by the manufacturer or an authorized source.

• The Contractor shall provide applicable manufacturer warranty information and product documentation.

• Installation of the offered equal product shall not void an applicable warranty, certification, or security rating associated with Government equipment.

11. Documentation for Proposed Equal Products

• Clearly identify the manufacturer, brand name, model number, and part number of the proposed product.

• Provide manufacturer literature, specifications, drawings, or other descriptive information sufficient to demonstrate compliance with each salient characteristic.

• Provide a written comparison demonstrating how the proposed product satisfies each Government salient characteristic.

• Identify any required modifications, adapters, additional components, licensing, or changes to the existing environment.

• Identify any differences affecting security, compatibility, key control, maintenance, warranty, or future replacement requirements.

Evaluation Note. Failure to provide sufficient information to establish that a proposed equal product satisfies the stated salient characteristics may result in the product being determined unacceptable.

Government Review Note. Any exact security standard, rating, certification, keyway, or attack-resistance requirement that is essential to the Government’s minimum need should be confirmed by the COR/Security Office and stated expressly in the solicitation before release.
