About this opportunity

The Department of Commerce National Telecommunications and Information Administration seeks fiber optic network rebuild services at Table Mountain Field Site in Longmont, Colorado, with proposals due September 28 at 12:00 noon Mountain Time. This is a total small business set-aside under NAICS 238210 (Electrical Contractors and Other Wiring Installation Contractors) with a $19 million size standard, resulting in a firm fixed price purchase order. Amendment 5, posted September 24, extended the proposal deadline from September 25 to September 28.

A mandatory site visit is scheduled for September 23, 9:00 AM–11:00 AM Mountain Daylight Time at 8600 N. 39th Street, Longmont, Colorado 80503; only two representatives per company may attend and failure to attend results in disqualification. Attendance must be confirmed by September 22 at 2:00 PM MST to Jacqueline Brown (jbrown4@doc.gov) and Blen Gabriel (bgabriel@doc.gov). Questions from the site visit must be submitted by September 24 at 9:00 AM MTN.

The scope involves installation of approximately 18 kilometers of 432-fiber single-mode armored optic cable in a directional ring configuration, fusion splicing, OTDR and OLTS testing, fiber termination at buildings and field pedestals, CAT 6A cabling to eight workstations per building, and as-built deliverables including GIS databases and PDF and CAD files with licensed PE stamping. Work must commence within 90 days of award and be completed by end of FY2026, not to exceed 365 days from commencement or 2 years from award. Liquidated damages of $500 per calendar day apply for delays beyond 30 days from Notice to Proceed. All personnel must be U.S. Citizens or maintain valid H-1B visas. Work is restricted to Monday–Friday, 7:00 AM–3:30 PM unless coordinated otherwise.

Davis-Bacon wage determinations apply per General Decision CO20260002 (effective May 18, 2026) for heavy construction work across twelve Colorado counties. Service Contract Act prevailing wage rates per Wage Determination 2015-5415 (Revision 32, effective August 27, 2026) also apply for Boulder County. Bonding requirements include a Proposal Bond (Standard Form 24) at 20 percent of proposal price, and upon award, Performance Bond (Standard Form 25) and Payment Bond (Standard Form 25-A) within 15 days. Insurance requirements include workers' compensation with employer's liability of at least $100,000; general liability bodily injury of at least $500,000 per occurrence; automobile liability of at least $200,000 per person and $500,000 per occurrence for bodily injury; and aircraft or vessel liability as applicable. Estimated contract value is between $1 million and $3.1 million.

Quotations must be submitted electronically in Microsoft Word 2007, Excel 2007, or text-searchable PDF, limited to 25 pages excluding cover page, table of contents, past performance, management/staffing plan, and price proposal. Proposals must be organized into four volumes: Technical Proposal, Management and Staffing Plan, Past Performance (minimum three references from the past three years demonstrating experience in outside plant fiber optic construction, directional boring/trenching, fiber optic ring architecture, large-count single-mode fiber installation, fusion splicing, OTDR/OLTS testing, government or critical infrastructure environments, network equipment installation, and CAT 6A cabling), and Price Proposal. All vendors must be registered in SAM.gov prior to award. Quotes must remain valid for 60 calendar days. Evaluation is based on best value where technical factor is more important than past performance, with the two combined approximately equal to the price factor. The Government will not provide contract financing.
