About this file

This is a Questions and Answers document for a Fiber Option Network Install federal contract opportunity. The document addresses 14 major topic areas spanning route design, fiber network architecture, materials, construction drawings, construction methods, testing, building requirements, network equipment, scheduling, and contract administration.

The project involves installing a fiber optic ring network with spur routes on federal property operated by NTIA/ITS. Route maps are provided on page 2 of the Statement of Work. The property has not undergone subsurface utility engineering, contains buried rocks requiring excavation contingencies, and includes areas outside existing road rights-of-way. No permits are required as this is federal property, though utility locates are mandatory before directional boring. The contractor is responsible for procuring all 432-fiber optic cable and materials including HDPE conduit (orange with tracer wire), vaults rated for at least 200 lbs, fiber enclosures, and pedestals. No specific manufacturers are approved or preferred. The ring design requires bidirectional signal capability with redundancy such that damage to one side allows the other to provide signal. Reserved fibers must be included for future government expansion and dark fiber leasing. Fusion splice losses cannot exceed 0.1 dB average or 0.3 dB maximum per splice. Fiber will be placed in its own trench with existing conduit reserved for future fiber. The contractor must provide 30% design drawings, Issued for Construction (IFC) drawings, and as-built documentation with GIS deliverables in addition to PDF and CAD files. Licensed PE stamping is required. Acceptance testing includes OTDR, OLTS, splice loss, and connector loss testing to industry standards, with bidirectional OTDR testing required on every fiber strand and results submitted electronically.

Completion dates are contingent upon weather and material ordering for fiber, conduit, vaults, and pedestals rather than fixed deadlines. The 30-day liquidated damages provision applies only to specific phases, not the entire project, with penalties of $500 per calendar day for late completion. Design approvals are required before procurement and construction commence, though procurement may occur concurrently with final design review. Security approval timelines depend on background investigations, and contractor personnel require escorts. Material laydown areas are available, but site access during testing and cutover outside normal hours is not permitted. Milestone dates for design completion, procurement, OSP construction, equipment installation, testing, and as-built submission must be submitted to the Contracting Officer's Representative but are adjustable based on weather conditions. Schedule extensions will be granted for owner-directed changes, permitting delays, utility conflicts, site access restrictions, and documented material lead-time constraints. Wage determination requirements apply; contractors must reference applicable SCA and DBA documents and propose labor classifications. Surveyed GPS coordinates are required for conduit, handholes, pedestals, and cabinets, though positional accuracy standards are not specified. GIS geodatabases are optional deliverables.

4. Is licensed PE stamping required for OSP and civil design documents?

Yes

Construction Contractor Questions

5. Trenching & Directional Boring

1. What percentage of the route is expected to be:
