About this opportunity
The Federal Highway Administration is preparing to procure an Indefinite Delivery, Indefinite Quantity (IDIQ) contract for Transportation Data Collection, Data Method Development, Data Processing, and Information Extraction, with a formal solicitation anticipated in Fiscal Year 2027. FHWA is currently conducting market research through a Request for Information (RFI) with responses due September 15, 2026, by 2:00 p.m. EDT (RFI number HPPI_RFI_2026). Questions must be submitted by August 31, 2026, directed to Carolyn.Lethert@dot.gov.
The NAICS code is 541611 (Administrative Management and General Management Consulting Services). The anticipated contract ceiling is approximately $19 million over five years with minimum annual allocations of $1 million. The period of performance is 60 months with firm fixed-price task orders anticipated to the maximum extent practicable.
Work encompasses four primary domains: data collection and acquisition (including household travel surveys), data processing and quality control, methodology development and improvement (with emphasis on artificial intelligence for automation), and information extraction and advanced analytics. Contractors must demonstrate capability across all four domains either through prime contractors and disclosed subcontractors or teaming partners. Cloud-native deployment in federal secure cloud instances is required.
Eight incumbents currently perform this work under Blanket Purchase Agreements through June 26, 2027: Battelle, Deloitte, Guidehouse, ICF Incorporated, Leidos, MacroSys, RCF Economic & Financial Consulting, and WSP USA. The contract vehicle, small business set-aside determination, and award structure remain undecided pending market research results. Capability statements must not exceed five pages single-spaced in 12-point font and address company name, contact information, applicable business classifications, relevant government vehicle certifications, technical capabilities across all four domains, and comparable completed projects.
