About this file

This is a Statement of Work (SOW) for an Indefinite Delivery, Indefinite Quantity (IDIQ) task-order based contract to provide technical and program support services to the Federal Highway Administration (FHWA) for modernizing and managing its transportation data and information program. The contract is structured around four primary task areas: Area A addresses data collection and acquisition from physical sensors, administrative records, surveys, and third-party providers covering administrative and finance data, infrastructure data, traffic data, travel behavior data, condition and performance data, future data projections, and integrated data systems. Area B focuses on data processing, analytical assessment, and utilization, including data methodology reviews, data quality management, technical quality audits, and data training and implementation programs. Area C encompasses data method development and improvement through gap analysis, coordination and uniformity strategies between public and private sectors, algorithm and software engineering (including AI adoption), systems requirement analysis, technological reassessment, and new method development. Area D involves information and intelligence extraction, including advanced data dissemination through interactive platforms, knowledge transfer events, data interpretation assistance, policy-oriented visualization, national demand and environmental modeling, and integrated causation analysis.

The contract requires contractors to demonstrate broad expertise across all task areas with seasoned professional capabilities in presenting objective assessments, delivering completed research products with full quality assurance and minimal supervision. All deliverables must comply with Section 508 of the Rehabilitation Act for web accessibility and follow FHWA publication guidelines. Contractors must submit reports in multiple formats (HTML, MS Word, Google Workspace, PDF) and include executive summaries, electronic versions with GPO Form 952 when applicable, and completed DOT F 1700.7 (8-72) Technical Report Documentation Pages for National Technical Information Service database entry. Key staff assignments require FHWA Contracting Officer approval, with prior written approval required for any staffing changes. The contract allows FHWA flexibility to address multiple issue areas through task orders without pre-identifying all required tasks for the contract period, enabling responsive support for sophisticated, multifaceted, and contentious national-scale research questions across diverse transportation expertise domains.

Collection, Data Method Development, Data Processing, and Information Extraction

1.0 GENERAL

1.1 Scope

This contract provides technical and program support for a number of activities that will assist the FHWA in modernizing and managing its transportation data and information program.

While providing assistance to this research and development program, the Contractor may analyze technical and programmatic issues for the Government. All decision-making and program management authorities will remain with the Government.

1.2 Contract Objectives

This indefinite delivery, indefinite quantity (IDIQ) task-order based contract is intended to give the FHWA the flexibility to address several issue areas without specifically identifying each required task for the life of the contract.

The objective of this IDIQ is to provide FHWA with expertise covering a) transportation data collection and acquisition, b) data processing, analytical assessment, and utilization, c) data method development and deployment, and d) information extraction from data.

The contract holders will be expected to provide research, development, and technology services related to data as needed with a variety of transportation and other expertise brought to bear.

They are expected to be able to organize resources to answer sophisticated research questions that will often be multifaceted, national in scale, contentious in nature, and provide a broad range of support functions in multiple task areas.

2.0 TASK AREAS

The task areas may also be referred to as primary domains.

Area A: Data Collection and Acquisition

Focus: Gathering raw data from physical sensors, administrative records, surveys, and third-party providers.

● Administrative & Finance Data: gather comprehensive transportation data including motor fuel, motor vehicle registration, driver license, and highway finance data from Federal, State, and local governments both manual and automated extraction and loading.

● Infrastructure data: gather highway data covering all physical features such as those specified in the Highway Performance Monitoring System (HPMS).

● Traffic data: gather traffic data including volume, class, weight, speed, travel time, and origin destination (OD) data from both public entities and private businesses.

● Travel behavior data: gather travel behavior data through household travel surveys and other surveys and valid methods.

● Condition and performance data: gather highway condition and performance data from both public and private domains.

● Future data: gather, obtain, and forecast future travel demand, condition, and performance.

● Integrated data: Integrated data to enable systematic usage and achieve the goal of collecting once and use by many and for many purposes.

Area B: Data Processing, Analytical Assessment, and Utilization Focus: Assess the efficiency and effectiveness of current data methods and approaches and potential new pathways to achieve high-quality and cost effective data.

1. Data Method Review - Carryout data methodology review ensuring quality, timeliness, relevance, and cost effectiveness per data program, and offer potential new approaches to be more efficient and more effective.

2. Data Quality Management - Conduct timely assessments of ingested monthly and annual data quality, providing data managers with actionable feedback to resolve identified issues.

3. Technical Quality Audit - Perform comprehensive reviews of office publications to verify the accuracy of all technical information.

4. Data Training and Implementation - Create and execute diverse educational resources for data gathering, ranging from brief 30-minute webinars to formal classroom training, aimed at enhancing the data quality control expertise of submitters.

Area C: Data Method Development and Improvement Focus: Develop and deploy improved and new data gathering methodologies and approaches for a quality and sustainable program.

● Gap Analysis & Needs Identification: Assist in the evaluation of existing datasets and the identification of emerging data needs for both domestic and international transportation sectors.

● Coordination & Uniformity: Identify gaps and develop strategies to coordinate data collection between the public and private sectors, including the creation of consistent data collection and interoperability specifications.

● Algorithm & Software Engineering: Support the development of special-purpose software and algorithms responsive to emerging data needs, including the use of synthetic data generation to fill sensitive data gaps. Adopt and promote the use of AI in algorithms and coding.

● Systems Requirement Analysis: Conduct requirements analyses to identify needed changes to existing data systems and apply modern information management techniques to improve system architecture.

● Technological Reassessment: Conduct periodic reassessments of data needs and reporting methods to propose changes that address technology challenges such as vehicle electrification and automation.

● New Method Development and Current Method Improvement: Develop and improve data quality analysis and collection procedures, algorithms, coding, and quality control criteria and deployment methods.
