About this opportunity

Fermi National Accelerator Laboratory (Fermilab) is seeking a qualified subcontractor to perform comprehensive interior upgrades for four village houses located in Batavia, Illinois. The Department of Energy's solicitation, issued by Fermi Forward Discovery Group, LLC, requires a residential remodeling contractor to complete extensive renovations including bathroom demolition and remodeling, kitchen cabinet painting, countertop replacement, pipe replacement, flooring installation, interior painting, light fixture replacement, and window upgrades. This is a Lowest Price Technically Acceptable (LPTA) procurement, with proposals due on February 17, 2025, at 3:00 PM CST, and a mandatory pre-proposal site visit scheduled for January 23, 2025. Offerors must submit both technical and business/management proposals, with a 90-day minimum proposal acceptance period. Evaluation will focus on technical compliance, pricing, and meeting the specified performance requirements outlined in the detailed Statement of Work.

The solicitation is designated as a small business set-aside under NAICS code 236118 (Residential Remodelers) with a size standard of $45 million. The project covers four specific village houses: Potawatomi 14, Shabbona 12, Neuqua 19, and Sauk 28, with work to be performed at the Fermi National Accelerator Laboratory campus. Contractors must comply with Davis-Bacon Act wage requirements and Buy American Act regulations for construction materials. The project includes specific bonding requirements, including a bid guarantee of 20% of the proposal price, and 100% payment and performance bonds for contracts exceeding certain monetary thresholds. While no specific total contract value is explicitly stated, the comprehensive scope of work suggests a significant renovation project with multiple detailed specifications for each house. The work will be managed by a Task Manager/Construction Coordinator, with Fermi Research Alliance providing oversight and project support.
