About this opportunity
The Department of the Interior US Geological Survey Office of Acquisitions and Grants seeks installation of a perimeter fence and gate system at its Columbia River Research Laboratory facility in Willard, Washington, with quotations due July 30, 2026. This is a Total Small Business set-aside.
Place of performance is Willard, Washington. The scope includes approximately 1,600–1,630 linear feet of 6-foot-high black vinyl-coated chain link fencing with barbed wire topping, one 24-foot automated sliding gate with electronic access control at the main entrance, two 16-foot manual swinging double gates at secondary access points, and one 4-foot heavy-duty pedestrian gate. The automated gate system must include a controller with 24-hour battery backup capability, emergency vehicle yelp sensor for siren-activated opening, two keypad/RFID card readers with bollard protection, 40 pre-programmed RFID fobs and cards, two wireless remote transmitters, and programmable timer controls. All work must comply with ASTM F567, F668, and F1083 standards, the National Electrical Code, and Skamania County local building codes. Any line voltage electrical work must be completed by an appropriately licensed certified general journey-level electrician or higher in the state of Washington. Period of performance runs August 1 through September 30, 2026.

Evaluation weights technical capability, past performance, and price approximately equally. Contractors must submit a work plan and documentation of recent relevant experience. Minimum workers' compensation insurance is $100,000; general liability, $500,000 per occurrence; automobile liability, $200,000 per person / $500,000 per occurrence for bodily injury and $20,000 per occurrence for property damage. Contracts exceeding $35,000 but not exceeding $150,000 require payment bond or irrevocable letter of credit due within ten days of award.
