About this file

This is a Terms and Conditions document for a fence installation and gate system contract awarded by the Department of the Interior US Geological Survey. The solicitation requires prospective contractors to submit firm-fixed price quotations to perform fence installation and gate work. Technical capability will be demonstrated through submission of a work plan explaining project completion methodology and documentation of recent relevant experience. Any line voltage electrical work must be completed by an appropriately licensed certified general journey level electrician or higher in the state of Washington. Past performance will be evaluated through submitted references for similar recent projects, with the government reserving the right to consider additional past performance sources. The contractor selection will be based on comparative evaluation of technical capability, past performance, and price, with each factor considered approximately equal in importance.

The contract incorporates numerous FAR clauses and government-specific provisions governing labor standards, construction wage requirements, bonding, insurance, payment procedures, and compliance obligations. Contractors must carry workers' compensation insurance with minimum $100,000 coverage, general liability insurance of at least $500,000 per occurrence, and automobile liability coverage of $200,000 per person/$500,000 per occurrence for bodily injury and $20,000 per occurrence for property damage. Bond or alternate payment protection requirements depend on contract value: contracts exceeding $35,000 but not exceeding $150,000 require either a payment bond or irrevocable letter of credit; contracts exceeding $150,000 require performance and payment bonds, with all bonds due within ten days of award. Payment requests must be submitted electronically through the Treasury's Invoice Processing Platform (IPP) and include payroll documentation and, for final payment, a release of claims. The contract is subject to construction wage rate determinations, Buy American material requirements, and various federal compliance requirements including those related to labor standards, equal opportunity, veterans employment, and anti-trafficking provisions.
