About this opportunity

The Federal Emergency Management Agency Region 6 seeks comprehensive restroom remodeling and nursing mother room construction at its Denton Campus, with proposals due September 23, 2026, at 11:00 AM Central Time. This procurement is set aside for Woman-Owned Small Businesses and carries a firm fixed-price contract ceiling of approximately $1.5 million.

Place of performance is 800 North Loop 288, Denton, Texas 76209. The scope encompasses renovation of 17 restrooms across the Federal Regional Center (13 restrooms on three floors) and Vehicle Storage Administration Building 1 (four restrooms on the second floor), including demolition, asbestos abatement, painting, tile replacement, plumbing fixtures, countertops, lighting, partitions, mirrors, dispensers, ADA compliance modifications, and conversion of one ground-level female restroom into a nursing mother's room equipped with a food-prep sink, small refrigerator, locking door with occupancy indicator, and healthcare-grade vinyl reclining chair. One ground-level male restroom will be converted to a handicapped unisex single-occupancy restroom, and a lower-level janitorial closet will become an ADA-compliant restroom. All work must begin within 14 calendar days of award with a 260-day period of performance running through September 27, 2027. Work is restricted to Monday through Friday, 8:00 a.m. to 5:30 p.m., though weekend work may be approved to maintain restroom availability.

The NAICS code is 236220, Commercial and Institutional Building Construction; the PSC is Z2AA, Repair or Alteration of Office Buildings. The contractor must comply with Davis-Bacon wage determination TX20260243 Mod. 1 (effective May 18, 2026), perform background investigations on all personnel, provide 100 percent performance and payment bonds, and deliver a one-year warranty on parts and labor. Contractors must be capable of performing work within 150 miles of Denton and must register in SAM prior to submission.

Evaluation uses a Best Value Tradeoff methodology weighting non-price factors (Technical Approach, Past Performance, Response Time Capabilities) more heavily than Price. Technical Approach encompasses Project Management, Staffing, Schedule, Safety, Quality Control, and Environmental Compliance. Proposals require submission of at least three similar projects completed within the past five years demonstrating restroom renovations, ADA compliance, work in occupied facilities, and government experience. Key personnel must include a Project Manager, Site Superintendent, Quality Control Manager, Site Safety and Health Officer, ADA/Accessibility Compliance Lead, and Asbestos Abatement Coordinator. Proposals are submitted in two volumes—Technical (maximum 25 pages) and Business with line-item pricing via Excel—to neddra.tucker@fema.dhs.gov with copies to barbara.gonzalez@fema.dhs.gov.
