About this file
This document is an evaluation criteria and proposal submission guidance for a federal contract opportunity for restroom remodels at the Federal Regional Center (FRC) and Vehicle Storage Administration Building 1 (VSAB-1) located at 800 N. Loop 288, Denton, Texas 76209. The requirement encompasses renovation of approximately seventeen restrooms across multiple levels and buildings, including conversion of one ground-level restroom into a nursing mother's room, conversion of one ground-level restroom into a handicapped unisex restroom, and restoration of a lower-level janitorial closet into an ADA-compliant restroom. The work involves demolition, tile replacement, painting, partitions, fixtures, lighting, plumbing, hardware, mirrors, dispensers, and no-touch features, with a firm-fixed-price acquisition type and a 260-day period of performance requiring work to begin within 14 calendar days of award.
Proposals will be evaluated on four primary factors: (1) Technical Approach, subdivided into Project Management, Staffing, and Schedule, plus Safety, Quality Control, and Environmental Compliance; (2) Past Performance focusing on Relevant Experience; (3) Response Time Capabilities requiring the contractor demonstrate ability to perform within 150 miles of the Denton facility; and (4) Price. Non-price factors are weighted more heavily than price, with price becoming more important as technical proposals achieve greater parity. The contract classification is NAICS 236220 (Commercial and Institutional Building Construction) with recommended Product Service Code Z2AA (Repair or Alteration of Office Buildings). Key personnel must include a Project Manager, Site Superintendent, Quality Control Manager, Site Safety and Health Officer, ADA/Accessibility Compliance Lead, and Asbestos Abatement Coordinator. Evaluation ratings for non-price factors are Acceptable, Unacceptable, or Neutral, with no adjectival rating assigned to price evaluation.
