About this opportunity

The Food and Drug Administration seeks to award a single Indefinite-Delivery/Indefinite-Quantity contract for enterprise-wide occupational safety, industrial hygiene, information systems, and training support services across FDA headquarters and nationwide laboratory and field facilities, with proposals due July 10, 2026. Solicitation number 75F40126R00020 carries no set-aside and is open to all contractors.

Place of performance includes FDA Headquarters at White Oak Federal Research Center in Silver Spring, Maryland, plus National Capital Region facilities, the National Center for Toxicological Research in Jefferson, Arkansas, and field laboratories nationwide, encompassing approximately 2,600 laboratory rooms across one million square feet. The contract will cover seven task areas: Program and Order Management, Transition Services, Occupational Safety/Policy/Laboratory Quality Support, Primary Barrier Equipment Maintenance and Certification, Industrial Hygiene Support Services, Information and Data Systems Support, and Training Development and Management.

The IDIQ has a maximum ceiling of $14.5 million over a five-year ordering period. Task Order 1, awarded concurrently with the IDIQ and satisfying the guaranteed minimum, covers CBER BSL-3 Annual Re-Verification and Decontamination Services, including biosafety cabinet certification, HVAC airflow and pressure differential testing, vaporized hydrogen peroxide decontamination of up to ten BSL-3 suites (minimum two suites daily), and compliance assessments. Individual task orders may be structured as Firm-Fixed-Price, Time-and-Materials, Labor-Hour, or hybrid pricing arrangements.

Contractor personnel must obtain Tier 2 background investigations conducted by DCSA and obtain PIV cards if working 30 or more days in DHHS space. Task Order 1 requires Level V/Tier 2 Public Trust clearance or higher, respirator fit testing, current medical clearances, and vaccination records including negative TB testing and seasonal flu vaccination. Key personnel requirements include Program Managers (mandatory PMP certification removed per Amendment 0001; Master's degree, 8+ years), Professional Engineers (mandatory PE licensure; 5+ years), Certified Industrial Hygienists (mandatory CIH certification; 5+ years), and specialized roles such as Biosafety Consultants and Health Physicists.

Offerors must submit pricing in native Excel format with fully burdened hourly rates for 15 labor categories across five ordering years, equipment certification and repair rates, Task Order 1 pricing with all Other Direct Costs, and workstream scenario pricing. Evaluation uses six factors on a best-value trade-off basis: Corporate Experience (10 pages), Technical Approach (30 pages), Management Approach (10 pages), Past Performance (30 pages), Price (no page limit), and Subcontracting Plan (other-than-small business only). Non-price factors combined are significantly more important than price. Amendment 0001 (issued June 30, 2026) addressed vendor questions and updated solicitation sections and attachments; the proposal due date remains unchanged at July 10. Contracting Officer: L. Maria Finan. NAICS 541690; PSC R499.
