About this opportunity

The FDA Office of Acquisitions and Grants Services intends to solicit a single-award IDIQ contract for Occupational Safety, Industrial Hygiene, Information Systems, and Training (OSIST) support services with a question deadline of June 16, 2026, and an anticipated maximum ceiling of $14.5 million across a five-year ordering period.

No set-aside applies. Performance occurs across FDA facilities nationwide, including White Oak Federal Research Center in Silver Spring, Maryland; National Capital Region locations; Jefferson, Arkansas (National Center for Toxicological Research); and field laboratories across multiple states, covering approximately 1 million square feet and 2,600 laboratory rooms.

The contract encompasses seven primary task areas: program management; transition-in and transition-out services; occupational safety, policy, and laboratory quality support; primary barrier equipment maintenance and certification; enterprise industrial hygiene program architecture; information and data systems support; and training development and management. Task orders may be structured as Firm-Fixed-Price, Labor-Hour, Time-and-Materials, or hybrid arrangements.

Personnel must meet specified minimum qualifications including Professional Engineer (PE), Certified Industrial Hygienist (CIH), Certified Safety Professional (CSP), American Board of Health Physics (ABHP), and Project Management Professional (PMP) certifications where applicable. All contractor personnel require background investigations resulting in favorable determinations and compliance with FDA information security requirements. Task Order 1, BSL-3 re-verification and decontamination services for ten active laboratories at White Oak, will be awarded at contract inception and satisfies the guaranteed minimum.

The Government will evaluate proposals using best-value methodology across six factors: Corporate Experience and Technical Approach (equally weighted and significantly more important); Management Approach; Past Performance; Price; and Subcontracting Plan. Non-small business offerors must submit subcontracting plans with goals aligned to HHS benchmarks (SB 23%, SDB 5%, WOSB 5%, SDVOSB 5%, HUBZone 3%).

Prospective offerors are encouraged to review draft solicitation documents and submit questions using the Government-provided Q&A Template by June 16, 2026. The Government anticipates issuing the official solicitation with an abbreviated proposal response period.
