About this opportunity
The Federal Bureau of Prisons, through Federal Correctional Complex Yazoo City, is soliciting bids for quarterly grease trap maintenance and cleaning services for Fiscal Year 2027, with proposals due November 6, 2026. The procurement is a Total Small Business set-aside, limiting award to eligible small business concerns.
Place of performance is FCC Yazoo City, Mississippi (ZIP 39194), covering 11 grease trap units across four functional zones: Camp Zone (3 units, 9,000 gallons), Low Security I (3 units, 6,000 gallons), Low Security II (2 units, 10,000 gallons), and USP-Medium Facility (3 units, 22,500 gallons), totaling 47,500 gallons. Service occurs in four quarters: October–December 2026, January–March 2027, April–June 2027, and July–September 2027, with the first quarter estimated to begin between October and December 2026. Food Service designates each service date, and the contractor may not self-schedule.
Amendment 0001 supersedes the original licensing language. The prime contractor or a subcontractor performing regulated pumping, waste removal, transport, or disposal must hold the required licenses: an MSDH Certified Pumper License under 15 Miss. Code R. 18-77-2.1.37, Mississippi solid waste hauling permits, and MDEQ disposal authorization. A prime relying on a subcontractor must include a signed letter of commitment and copies of all licenses relied upon, and the prime retains management and oversight responsibility. Failure to provide verification for all proposed personnel will result in bid disqualification.
Performance requires a pre-pumping structural inspection, total content evacuation with no skimming or partial pumping, mechanical scraping of walls and baffles, and hydro-flushing of internal surfaces and plumbing lines. The contractor must deliver verifiable disposal manifests after each quarterly cycle, and payment is contingent on that verification. Records must be retained for at least two years, and liability insurance minimums are $50,000 per occurrence and $100,000 aggregate. All personnel, including subcontractors, must clear NCIC background checks and obtain approved institutional security clearances before any on-site work, and all tools and equipment must be logged in and out of the secure perimeter.
The NAICS code is 562998, All Other Miscellaneous Waste Management Services, and the PSC is J079.

Solicitation No.: 09242026
Agency: Federal Bureau of Prisons
Project: FCC Yazoo City FY27 Grease Trap Maintenance and Cleaning
Title: Amendment 0001 – Revision to Licensing Requirements
1. PURPOSE OF AMENDMENT
This amendment revises the licensing requirement for offerors responding to Solicitation 09242026.
The original solicitation required:
“The prime contractor must be fully licensed and permitted by the State of Mississippi. Any subcontractor performing work must also be certified.”
Market research and proposal evaluation revealed that no small business primes currently hold the required Mississippi licenses, creating an unintended barrier to competition in a Total Small Business Set‑Aside.
Accordingly, the Government is amending the solicitation to allow licensed subcontractors to satisfy the technical licensing requirement.
This amendment is issued under the authority of:
- FAR 15.206(e) (Amendment of solicitations)
- FAR 14.404‑1(c)(1) and (2) (Nonresponsive bids and insufficient competition)
2. REVISED LICENSING REQUIREMENT (REPLACES PRIOR TEXT)
New Licensing Clause
“The prime contractor OR the subcontractor(s) performing regulated grease trap pumping, waste removal, transport, or disposal activities must hold all licenses, permits, and certifications required by the State of Mississippi, including but not limited to:
• MSDH Certified Pumper License
• Mississippi solid waste hauling permits
• Mississippi Department of Environmental Quality (MDEQ) disposal authorization
Copies of all licenses relied upon for compliance must be submitted with the offer.”
Clarifications
- The entity performing the regulated activity must hold the license(s).
- The prime contractor is not required to personally hold Mississippi pumping or hauling licenses, provided that:
- A subcontractor performing the licensed portions of work holds all required licenses, and
- A signed letter of commitment is included in the proposal.
- The prime contractor retains full responsibility for management, oversight, and contract compliance.
3. SOLICITATION CHANGES – COMPETITION IMPACT
This amendment is considered material. As required by FAR:
A. The solicitation is hereby reopened.
B. All offerors may revise and resubmit proposals.
C. A new proposal due date will be established by separate notice.
The Government determined under FAR 10.002 that the revised requirement continues to meet the agency’s minimum needs while enabling competition.
4. OFFER SUBMISSION REQUIREMENTS (UPDATED) Due 11/6/26 12 Noon EST.
Offerors relying on subcontractor licensing must submit:
- Copies of all applicable Mississippi licenses
- Proof of subcontractor commitment (signed letter or subcontract agreement)
- Identification of which entity (prime or subcontractor) will perform which regulated activities
Failure to provide the above documentation will result in an “Unacceptable” rating for the Licensing compliance factor.
5. ALL OTHER TERMS AND CONDITIONS REMAIN UNCHANGED.
