About this file
This is a Compliance and Performance Framework document for a federal contract to provide complex-wide quarterly grease trap maintenance and cleaning services at Federal Correctional Complex (FCC) Yazoo City in Mississippi for fiscal year 2027.
The contractor must service 11 grease trap units totaling 47,500 gallons capacity across four functional zones: Camp Zone (3 units, 9,000 gallons), Low Security I (3 units, 6,000 gallons), Low Security II (2 units, 10,000 gallons), and USP-Medium Facility (3 units, 22,500 gallons). Services must be performed exactly four times per year during specified quarters (October-December 2026, January-March 2027, April-June 2027, and July-September 2027), with scheduling determined by the Complex Food Service department rather than contractor discretion. The scope of work requires comprehensive tank assessment, total content evacuation via vacuum pumping, mechanical scraping of all internal walls and baffles to remove hardened grease and sediment, and hydro-flushing of internal surfaces and plumbing lines. Skimming and partial pumping are strictly prohibited. Payment is contingent upon submission of verifiable disposal manifests or official evidence of proper legal disposal.
Mandatory qualifications include an MSDH Certified Pumper License under Mississippi Code 15 Miss. Code R. 18-77-2.1.37, documentation of an approved MDEQ disposal site, equipment verification complying with Mississippi state standards, and general business liability insurance with minimum limits of $50,000 per occurrence and $100,000 aggregate. The contractor must maintain records for at least two years and comply with all institutional security requirements, including NCIC background clearances for all personnel and tool inventory logging at facility entry and exit.

The contractor is responsible for servicing a total of 11 grease trap units across 4 functional zones, representing a total complex capacity of 47,500 gallons:

Skimming or partial pumping is strictly prohibited. The contractor must systematically execute the following technical requirements for all institutional grease traps:
• Comprehensive Assessment: Prior to pumping, visually inspect the structural integrity of each tank, including checking the configuration of baffles, lids, and seals. Instantly report defects, structural failures, or plumbing backlogs to the Food Service Administrator.
• Total Content Evacuation: Vacuum-pump the entire liquid and solid contents of each trap down to the bottom.
• Mechanical Wall & Baffle Scraping: Thoroughly remove all hardened, adhered grease scale, scum crusts, and accumulated sediment layers by manually or mechanically scraping all internal walls, partitions, and structural baffles.
• Hydro-Flushing & Detail Washdown: Detail wash or hydro-flush internal trap surfaces, components, and inlet/outlet plumbing lines to remove residual grease filming. Ensure lids are tightly resealed upon completion.
4. Schedule & Administrative Rules
• Performance Frequency: Executed strictly four (4) times per fiscal year: Quarter 1 (Oct–Dec 2026), Quarter 2 (Jan–Mar 2027), Quarter 3 (Apr–Jun 2027), and Quarter 4 (Jul–September 2027).
