About this file
This document is a memorandum from the 309th Aircraft Maintenance Group (AMXG) at Hill Air Force Base, dated 15 Dec 2025, proposing the implementation of an Overhead Production Support - Facilitate Other Maintenance (OPS-FOM) program. The program aims to minimize aircraft mechanic downtime and enhance asset management for production squadrons located at Hill Air Force Base, Utah and Joint Base San Antonio-Randolph, Texas.
The memorandum justifies the OPS-FOM program's implementation under Executive Order 14222, which focuses on government cost efficiency and transparency. The proposed initiative would utilize the OPS program for 18 to 24 months to transition the Facilitate Other Maintenance (FOM) program to an organic workforce. The author, Shirley K Melnick, an Acquisition Program Management Specialist, recommends the program as a strategic investment that will improve asset reliability and create greater financial predictability in the operational budget.

DEPARTMENT OF THE AIR FORCE
HEADQUARTERS 309th aircraft maintenance group (AFMC)
HILL AIR FORCE BASE, UTAH
15 Dec 2025
MEMORANDUM FOR: OL_H/PZIMA Shelly Bachison
FROM: 309 AMXG/MXDSR Shirley K Melnick
SUBJECT: 15173 & 15174 AMXG Overhead Production Support- Facilitate other Maintenance
(OPS-FOM)
This memo outlines the justification for the implementation and use of a dedicated Overhead Production Support program, to support FOM program which is a critical function to ensure aircraft assets are efficiently managed for 309 Aircraft Maintenance Group Production Squadrons located at HAFB UT and JBSA/Randolph TX.
The OPS-FOM program is designed to minimize aircraft mechanic downtime, resolve issues promptly, and ultimately enhance overall asset management.
Per Executive Order 14222, titled "Implementing the President's 'Department of Government Efficiency' Cost Efficiency Initiative," signed on February 26, 2025.
The order's stated purpose is to transform federal spending on contracts, grants, and loans to ensure transparency and accountability. In essence, EO 14222 empowers DOGE to implement its cost-cutting agenda across federal agencies. These directives indicate a significant change for the Department of War, aimed at reducing costs. Using OPS program for 18 to 24 months will allow 309 AMXG to move the FOM program to an Organic workforce.
Given the substantial operational and financial benefits, I strongly recommend the implementation of using OPS-FOM to facilitate/ manage our aircraft assets. This strategic investment will yield significant returns by improving the reliability of our assets, creating and establishing greater financial predictability in our operational budget.
I am available to discuss this proposal in further detail at your convenience.
