About this opportunity
The Department of Transportation Maritime Administration seeks fabrication and delivery of two boat landing platforms, with proposals due August 19, 2026, following an amendment extending the original August 12 deadline. This is a Total Small Business set-aside restricted to firms meeting NAICS 332312 (Fabricated Structural Metal Manufacturing) with a 500-employee size standard.
Place of performance is the Suisun Bay Reserve Fleet in Benicia, California. The platforms will be suspended above water alongside ships to receive accommodation ladders and dock water taxis, work boats, and patrol boats for personnel debarkation and embarkation. Each platform measures 168 inches in length, 69 inches in width, and 72–83 inches in height, fabricated from 316L stainless steel with molded fiberglass grating deck surface, UHMWPE fender pads, and Duramax fendering. Fabrication must comply with AWS D1.6 welding code for stainless steel, with visual inspection only; no nondestructive examination is required. Material test reports or certificates of conformance are required for 316L stainless steel, ER316L filler metal, and stainless-steel hardware; manufacturers' cut sheets suffice for fiberglass grating, virgin HMPE (ASTM D6712, black), and fendering. McNICHOLS grating and Duramax DB100 fenders are preferred, but technically equivalent products are acceptable with manufacturer documentation. Quoters must demonstrate past experience fabricating similar structures and provide past performance references from at least two projects within the last three years.
Delivery is required 45 days after award, with period of performance September 2 through October 16, 2026. The government will conduct virtual pre-shipment inspections via FaceTime, Google Meet, or Zoom, or in-person inspections for facilities in the greater San Francisco Bay Area with two days' notice Monday through Thursday. Delivery requires two-day advance notice and must occur Monday through Thursday in the parking lot; the government will offload using a forklift. Country-of-origin restrictions prohibit materials from embargoed or sanctioned countries under FAR 25.7 and OFAC, but other foreign-sourced materials complying with specifications are acceptable. Award will be made on a Lowest Price Technically Acceptable basis. The nonmanufacturer rule does not apply. Quotations must be submitted electronically to scott.j.lewis.ctr@dot.gov and robert.mcdermott@dot.gov and include pricing on the provided Vendor Price Sheet with material costs and labor costs itemized separately.
