Amendment No. 001 to Solicitation 6991PE26Q000007
This amendment, issued by the Maritime Administration's Division of Pacific Operations on July 17, 2026, extends the bid due date from August 12, 2026 to August 19, 2026 and modifies the Period of Performance to September 2, 2026 through October 16, 2026. The solicitation requires fabrication and delivery of two boat landing platforms in accordance with provided statements of work and fabrication drawings. The contract is for a small-business set-aside, with a requisition number identified as 6991PE. All terms and conditions of the original solicitation remain in full force and effect except as modified by this amendment.
Technical and Delivery Requirements
Quoters must submit technically acceptable proposals containing sufficient detail demonstrating compliance with specifications, past experience fabricating similar structures, and references from at least two previous projects completed within the last three years. Fabrication must comply with AWSD 1.6 welding code with visual inspection only; no nondestructive examination is required. Material test reports or certificates of conformance are required for 316L stainless steel, ER316L filler metal, and stainless-steel hardware, while manufacturers' cut sheets are required for fiberglass grating, virgin HMPE (ASTM D6712, black), and fendering. Although McNICHOLS grating and Duramax DB100 fenders are preferred, technically equivalent products are acceptable if supported by evidence. The Government will conduct virtual inspections via FaceTime, Google Meet, or Zoom, or in-person inspections for facilities in the greater San Francisco Bay Area with two days' notice. Delivery requires two-day advance notice and must occur Monday through Thursday in the parking lot; the Government will offload using a forklift. Country-of-origin restrictions prohibit materials from embargoed or sanctioned countries under FAR 25.7/OFAC, but other foreign-sourced materials complying with specifications are acceptable. The Nonmanufacturer Rule does not apply. Quoters should note that Column D on the revised Attachment 2 reflects labor cost, not labor hours.

1. Accept quotes with lead times longer than 45 days after the award of purchase order.
Government Response:
No.
2. Please identify the specific technical evaluation criteria and minimum documentation required for a quotation to receive a technically acceptable rating.
Government Response:
In accordance with the Simplified Procedures of the Revolutionary FAR Overhaul (RFO)
Part 12, the Government will evaluate quotations on a pass/fail basis to determine technical acceptability. No formal technical scoring, evaluation plans, or competitive ranges are utilized for commercial simplified acquisitions.
To receive a technically acceptable rating, the quoter's submission must contain:
• Sufficient detail to demonstrate that the proposed fabricated landing platforms will conform precisely to the specifications outlined in Attachment 3 (Landing Platform
Statement of Work) and Attachment 4 (Landing Platform Design),
• Past experience in fabricating similar structures,
• Past performance references from at least two previous projects within the last three years that were similar to this project.
3. The solicitation references an acceptable or neutral past-performance rating. How many past-performance projects should be submitted, and what information should be provided for each project?
Government Response:
Please see the answer to Q#2 above.
4. What welding code or standard governs fabrication and inspection, including welding-procedure qualifications, welder qualifications, and weld-acceptance criteria?
Government Response:
AWSD 1.6 (the American Welding Society structural welding code that governs the welding of stainless steel)
5. Will any nondestructive examination, including liquid/dye-penetrant testing, be required, or will weld inspection be limited to visual inspection?
Visual inspection only.
6. Are certified material test reports or certificates of conformance required for the 316L stainless steel, ER316L filler metal, stainless-steel hardware, fiberglass grating, UHMWPE material, or fendering?
Government Response:
Yes, material test reports or certificates of conformance are required for the 316L stainless steel, ER316L filler metal, stainless-steel hardware.
With regard to the fiberglass grating, UHMWPE and fendering material, manufacturers’ cut sheets will be required for the products being offered.
7. Is chemical pickling or passivation required after fabrication, or will the specified
Scotch-Brite cleaning and polishing of weld-affected zones satisfy the finishing requirement?
Government Response:
Scotch-Brite cleaning and polishing is sufficient.
8. Is any proof-load, structural-load, lifting-point, or operational testing required before
Government acceptance?
Government Response:
No.
9. How much advance notice must the contractor provide to schedule the Government’s pre-shipment inspection at the fabrication facility, and who will serve as the inspection scheduling point of contact?
Government Response:
The Government would like to conduct the inspections virtually—via FaceTime, Google
Meet or Zoom—unless the contractor's facility is local (greater San Francisco Bay
Area). If the contractor's facility is in the greater San Francisco Bay Area, the
Government would like two days' notice for pre-shipment inspection, Monday -
Thursday.
10. Must both platforms be fully fabricated and assembled before the Government’s inspection?
No. If virtual or on-site periodic inspections determine that the first platform is being constructed as specified, the COR may give permission to begin fabrication of the second unit.
11. Will the Government require an in-process inspection before the fiberglass grating and fender systems are installed, or will inspection occur only after the platforms are fully completed?
Government Response:
Yes. The Government would like to conduct the inspection virtually, via FaceTime, Google Meet or Zoom, unless the contractor's facility is local (greater San Francisco Bay
Area).
12. What documentation must be available during the Government inspection, such as welding procedures, welder qualifications, material certifications, dimensional inspection records, photographs, or quality-control checklists?
Government Response:
The Government should already possess the welding procedures, welder qualifications, material certifications since they are to be provided with your proposal. Dimensional inspection records, photographs, or quality-control checklists must be provided weekly.
13. If corrective work or reinspection is required, how will Government inspection or reinspection scheduling delays affect the required delivery date?
Government Response:
Reinspection should not create any delays, provided that periodic virtual or on-site inspections are conducted and any required corrections are made then.
14. Are the specified McNICHOLS grating and clips and the Duramax DB100 fender mandatory brand-name products, or may technically equivalent products be proposed?
Government Response:
Although the name brands are preferred, the Government will accept technically equivalent products if the Quoter provides evidence that it is equivalent.
15. If equivalent products are permitted, what product data and technical documentation must be included with the quotation?
Manufacturer name and URL, model number or style type, and a manufacturer’s cut sheet.
16. Please confirm that this is a fabrication-to-print requirement and that the contractor is not required to perform independent structural design, engineering calculations, or professional engineering certification of the Government-furnished design.
Government Response:
This is completely a fabrication-to-print requirement. No independent structural design, engineering calculations, or professional engineering certification of Government-furnished design are required.
17. Are native electronic design files, such as CAD, DXF, STEP, or other cutting/fabrication files, available to the successful contractor?
Government Response:
No.
18. Please clarify the small-business manufacturing requirements applicable to this supply acquisition. Specifically, does the nonmanufacturer rule apply, is any waiver applicable, and may a small-business prime contractor satisfy the set-aside requirement by subcontracting fabrication to another qualifying small-business manufacturer?
Government Response:
The Nonmanufacturer rule does not apply to this procurement.
19. The solicitation states that the place of delivery has the capability to offload the platforms and that SBRF personnel will hang the platforms using wire rope. Please confirm that the Government will provide the offloading equipment and operators, suspension rigging, and lifting rigging, and identify any rigging, dunnage, or offloading assistance that must be provided by the contractor.
Government Response:
Yes, the Government will offload the delivery truck with a capable forklift. Other than unsecuring the load, no offloading assistance from the contractor is required. The
Government will provide everything else necessary to install the platforms as required.
20. In addition to coordinating delivery with Mr. Joe Pecoraro, are there any minimum advance-notice, driver-identification, security, gate-access, vehicle-size, packaging, preservation, blocking, bracing, or weather-protection requirements for delivery?
• No deliveries on Fridays.
• Two-day advance notice.
• Driver shall show his ID to the security guard at the gate to the parking lot. No other access documentation is required.
• Delivery is to be made in the parking lot.
21. Attachment 2 identifies Column D as “Labor Hours,” while the Price formula adds the material cost directly to the labor-hours entry. Please confirm whether Column D is intended to reflect labor cost rather than labor hours. If actual labor hours are required, please advise how the total item price should be calculated and entered.
Government Response:
Column D is intended to reflect LABOR COST rather than LABOR HOURS.
Attachment 2 - Vendor Price Sheet has been corrected to reflect the change and is now labeled Attachment 2 - Vendor Price Sheet REV 1.
22. Will the Platforms require any NDE (PT or PMI)?
Government Response:
Visual inspection only.
23. Please confirm whether the fabricated landing platforms will require any Non-
