About this file

This is a Questions and Answers (Q&A) document for federal contract opportunity 6991PE26Q000007, which concerns the fabrication of two boat landing platforms. The document addresses 30 clarifying questions from potential quoters regarding technical requirements, inspection procedures, materials, delivery, and pricing.

Key technical requirements specify that quotations must demonstrate conformance to specifications in the attached Statement of Work and Design drawings, include past experience fabricating similar structures, and provide past performance references from at least two projects within the last three years. Fabrication must comply with AWS D 1.6 welding code for stainless steel, with visual inspection only required—no nondestructive examination such as liquid penetrant testing, magnetic particle testing, or positive material identification is needed. The platforms must be fabricated to print from Government-furnished designs; contractors are not required to perform independent structural design or engineering calculations. Material test reports or certificates of conformance are required for 316L stainless steel, ER316L filler metal, and stainless-steel hardware, while manufacturers' cut sheets suffice for fiberglass grating, virgin HMPE (ASTM D6712, black), and fendering. The Scotch-Brite cleaning and polishing of weld-affected zones satisfies finishing requirements. Quotations need not include native electronic design files such as CAD or DXF files. Although McNICHOLS grating and Duramax DB100 fenders are preferred, technically equivalent products are acceptable if accompanied by manufacturer name, URL, model number, and product cut sheets. The nonmanufacturer rule does not apply to this procurement. Lead times longer than 45 days after purchase order award are not acceptable. Pre-shipment inspections will be conducted virtually via FaceTime, Google Meet, or Zoom unless the contractor's facility is in the greater San Francisco Bay Area, requiring two days' notice Monday through Thursday. Both platforms need not be fully fabricated before inspection; the Government may authorize fabrication of the second unit after initial inspections confirm the first platform conforms to specifications. In-process inspections are required before fiberglass grating and fender systems are installed. Dimensional inspection records, photographs, and quality-control checklists must be provided weekly. Corrective work and reinspection should not delay the required delivery date if periodic inspections are conducted and corrections made promptly. Delivery requires two days' advance notice, no deliveries on Fridays, driver identification at the gate, and delivery to the parking lot. The Government will offload using a forklift; contractors need only unsecure the load. Hardware specifications require flat washers with stainless steel nyloc nuts. Country-of-origin restrictions apply only to prohibited foreign sources under FAR 25.7 and OFAC sanctions; materials from embargoed or sanctioned countries (North Korea, Iran, Cuba, Syria) are prohibited, but materials from other countries are acceptable provided they comply with solicitation requirements.

1. Accept quotes with lead times longer than 45 days after the award of purchase order.

Government Response:

No.

2. Please identify the specific technical evaluation criteria and minimum documentation required for a quotation to receive a technically acceptable rating.

Government Response:

In accordance with the Simplified Procedures of the Revolutionary FAR Overhaul (RFO)

Part 12, the Government will evaluate quotations on a pass/fail basis to determine technical acceptability. No formal technical scoring, evaluation plans, or competitive ranges are utilized for commercial simplified acquisitions.

To receive a technically acceptable rating, the quoter's submission must contain:

• Sufficient detail to demonstrate that the proposed fabricated landing platforms will conform precisely to the specifications outlined in Attachment 3 (Landing Platform

Statement of Work) and Attachment 4 (Landing Platform Design),

• Past experience in fabricating similar structures,

• Past performance references from at least two previous projects within the last three years that were similar to this project.

3. The solicitation references an acceptable or neutral past-performance rating. How many past-performance projects should be submitted, and what information should be provided for each project?

Area). If the contractor's facility is in the greater San Francisco Bay Area, the

Government would like two days' notice for pre-shipment inspection, Monday -

Thursday.

10. Must both platforms be fully fabricated and assembled before the Government’s inspection?

No. If virtual or on-site periodic inspections determine that the first platform is being constructed as specified, the COR may give permission to begin fabrication of the second unit.

11. Will the Government require an in-process inspection before the fiberglass grating and fender systems are installed, or will inspection occur only after the platforms are fully completed?

Government Response:

Yes. The Government would like to conduct the inspection virtually, via FaceTime, Google Meet or Zoom, unless the contractor's facility is local (greater San Francisco Bay

Area).

12. What documentation must be available during the Government inspection, such as welding procedures, welder qualifications, material certifications, dimensional inspection records, photographs, or quality-control checklists?

Government Response:

The Government should already possess the welding procedures, welder qualifications, material certifications since they are to be provided with your proposal. Dimensional inspection records, photographs, or quality-control checklists must be provided weekly.

13. If corrective work or reinspection is required, how will Government inspection or reinspection scheduling delays affect the required delivery date?

Government Response:

Reinspection should not create any delays, provided that periodic virtual or on-site inspections are conducted and any required corrections are made then.

14. Are the specified McNICHOLS grating and clips and the Duramax DB100 fender mandatory brand-name products, or may technically equivalent products be proposed?

Government Response:

Although the name brands are preferred, the Government will accept technically equivalent products if the Quoter provides evidence that it is equivalent.

15. If equivalent products are permitted, what product data and technical documentation must be included with the quotation?
