The Department of Veterans Affairs Veterans Integrated Service Network 17 seeks qualified sources to provide acid pit waste removal and maintenance services at Dallas VA Medical Center, with proposals due October 13, 2026. The procurement is set aside 100% for Service-Disabled Veteran-Owned Small Businesses under NAICS 562211, with a $47 million size standard.
Place of performance is 2800 Zeeb Road, Dexter, Michigan 48130. A mandatory site visit is scheduled for September 29, 2026, at 9:00 AM CDT at Dallas VA Medical Center, Building 9. Questions are due October 1, 2026, by 9:00 AM CDT.
The contract requires routine quarterly acid pit pumping and neutralization services, facility-wide waste removal and abatement services, and waste characterization with proper disposal at approved facilities. Work involves managing eight 500-gallon chemical neutralization tanks containing caustic and xylene chemicals, quarterly inspections to determine if pumping is needed, vacuuming limestone from all eight pits, pressure washing each pit post-vacuum, refilling with new limestone (26 tons total), pH checks, and piping inspection and restoration (lines directly around tanks only). Work must comply fully with ICRA requirements. All removed materials must be treated as hazardous waste. Water removal should occur a minimum of twice yearly up to four times annually. Work is recommended over two 12-hour days on weekends.
The base contract period runs November 1, 2026, through October 31, 2027, with four optional one-year renewal periods through October 31, 2031. Award will be made using Lowest Priced Technically Acceptable evaluation. The contractor must comply with SDVOSB limitations on subcontracting (50% maximum payment to non-certified firms for services) and provide three past performance references with similar scope and dollar value.
