About this opportunity
The Department of Veterans Affairs, Veterans Integrated Service Network 12, through the Great Lakes Acquisition Center, is seeking an unrestricted contractor to provide comprehensive hazardous waste collection and disposal services at the Clement J Zablocki VA Medical Center in Milwaukee, Wisconsin. The contractor must collect, package, label, manifest, transport, and dispose of various hazardous waste streams including ignitable/flammable materials, corrosives, oxidizers, toxic substances, pharmaceutical waste, compressed gas cylinders, aerosols, batteries, and fluorescent bulbs. Required qualifications include valid EPA identification, current DOT hazmat transportation registration, all applicable federal, state, and local permits and licenses, a Quality Control Plan, and general liability insurance of $500,000 per occurrence; the contractor must also provide 24-hour emergency contact services. Award will be based on best value evaluation considering experience, past performance, technical acceptability (on a pass/fail basis), and price, with experience and past performance weighted equally to price. The solicitation deadline was extended via Amendment 0001 to April 27, 2026, at 9:00 AM CDT, and contractors must acknowledge receipt of this amendment and submit a signed copy with their quote to be considered for award.
This is a 5-year Indefinite Quantity Contract with no set-aside designation, running from May 1, 2026, through April 30, 2031, comprising five 1-year priced periods with a minimum guarantee of $5,000 and a contract ceiling of $1,250,000. The incumbent contractor is Earth Smart Environmental Solutions, LLC (Contract 36C25221D0003), which spent $25,004.73 during the most recent option year. Performance will occur at the main facility in Milwaukee with monthly collection services, and at two satellite locations—John H Bradley VA Clinic and Milo C Huempner VA Healthcare Center—on a call basis with estimated service twice per year. The contractor will price services on a per-pound or per-unit basis, with specific pricing requested for 5-gallon buckets of certain waste streams and per bulb for fluorescent lights. Department of Labor wage determinations for Milwaukee, Brown, and Outagamie Counties apply to this contract.
