About this file

This file is an Amendment 0001 to RFQ 36C25226Q0336 issued by the Department of Veterans Affairs' Great Lakes Acquisition Center for hazardous waste collection and disposal services at the Clement J. Zablocki VA Medical Center in Milwaukee, Wisconsin. The amendment extends the solicitation close date to Monday, April 27, 2026, at 9:00 AM CDT and provides responses to ten vendor questions submitted during the competitive process. Contractors must acknowledge receipt of this amendment and submit a signed copy with their quote to be considered for award. The underlying contract is a 5-year Indefinite Quantity contract effective May 1, 2026, through April 30, 2031.

The questions and answers clarify key service requirements and pricing structure. The incumbent contractor, Earth Smart Environmental Solutions, LLC (Contract 36C25221D0003), spent $25,004.73 during the most recent option year, though line items have been updated for this new solicitation. Services include dock-based waste collection from two loading dock rooms, lab packing of hazardous materials (corrosives, expired detergents, wax blocks with xylene, and dental products), and certification and packaging of fluorescent bulbs. Pricing is requested per 5-gallon bucket for certain waste streams and per bulb for fluorescent lights. Contractors may submit exceptions to the Statement of Work or terms and conditions if clearly identified; however, exceptions that alter essential requirements or conflict with mandatory FAR clauses may render the quote technically unacceptable.

Scott Sands Contracting Officer

Milwaukee Hazardous Waste Collection and Disposal Services RFQ 36C25226Q0336 – Vendor Questions with Answers

1. Can you please tell me who is the incumbent for this contract, the contract number, and the total value? The previous service provider was EARTH SMART ENVIRONMENTAL SOLUTIONS, LLC and the Contract Number was 36C25221D0003. All pricing data can be found on FPDS.gov or SAM.gov.

2. Is there any incumbent/recompete or this is a brand-new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the past. See response to question 1.

3. Can you provide us with the previous invoices for same SOW? Specific invoices contain confidential commercial information protected from disclosure under FOIA Exemption 4 and cannot be provided.

4. How much was spent in last year for Haz Waste disposal? $25,004.73 was the total spent during Option Year 4 (10/01/2024 - 09/30/2025); however, line items have been added and quantities have been updated.

5. Are rounds throughout the medical centers required to be performed by the awarded vendor to collect and consolidate the wastes for shipment or will this be dock service only? Dock service being that all wastes are staged in one location and packaged for shipment. Understanding that labpacks will need to be performed by the awarded vendor. Page 46-47/83. Waste is stored in 2 rooms on the loading dock. Most of the waste is collected in 55-gal or 15-gal drums. The contractor will need to lab pack certain items. Typically, corrosives (expired detergents, glass bottles from Research), wax blocks with xylene, expired dental products.

6. What is a “CN”? Page 8/83 on the bid doc. CN is can. We puncture most aerosol cans but if aerosol cans contain halogenated compounds, we send them out intact.

7. Is the per-gallon unit of measurement correct or should it be per pound or per 5-gallon bucket? Page 9/83. Per 5-gallon bucket

8. Fluorescent bulbs are to be priced per bulb. Who is certifying the bulb count and are the bulbs prepackaged for shipment? Fluorescent bulbs will be packaged in whatever packaging/container the contractor provides. Contractor is responsible for certifying bulb count. Currently, bulbs are placed in varying sized cardboard cylinder containers.

9. Can we submit the Exceptions to SOW or terms and conditions in the bid document? You may; however, any exceptions that alter the essential requirements of the PWS, or that conflict with the mandatory FAR clauses may result in the quote being deemed technically unacceptable and ineligible for award. If you have exceptions, please clearly identify them in a separate section of your quote.

10. As we require more time to prepare for the competitive proposal, Will the Bid due date be extended. Yes, the quote submission due date has been extended to Monday April 27th at 9AM local time.
