About this opportunity

The Department of Veterans Affairs Veterans Health Administration (VA) is seeking a contractor to upgrade WiFi infrastructure at two medical centers in New York: the Margaret Cochran Corbin VA Medical Center in Manhattan and the St. Albans medical center in Queens. The project requires installation of 180 WiFi Access Points (154 in Manhattan, 26 in St. Albans), including 600 linear feet of EMT conduit, 36,000 linear feet of CAT 6A cable, and associated infrastructure improvements such as mounting brackets, junction boxes, and fire stopping. Contractors must follow strict infection control procedures, including using mobile HEPA containment when removing ceiling tiles. The solicitation will evaluate bids based on the lowest-priced, technically acceptable offer, with bids due by March 27, 2025 at 10:00 AM. A site visit is scheduled for March 6, 2025, at St. Albans VAMC and March 11, 2025, at Manhattan VAMC, with requests for information due by March 14, 2025.

The contract is set aside exclusively for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) under NAICS code 238210 with a size standard of $19 million. The project magnitude is estimated between $100,000 and $250,000, with a performance period of 10 weeks from the Notice to Proceed, requiring work to be completed during business hours (Monday through Friday, 8 AM to 4:30 PM). A bid bond of 20% of the bid price or $3,000,000 (whichever is less) is required. The contractor will be responsible for providing all labor, tools, materials, and equipment to support the WiFi access point installations, including creating new conduit pathways, installing cables from access points to IT rooms, and implementing comprehensive infection control measures. The work will involve detailed technical requirements, including specific provisions for cable routing, penetration sealing, and coordination with VA infrastructure standards.
