About this opportunity
The Department of Veterans Affairs Veterans Health Administration, Veterans Integrated Service Network 22 seeks hazardous waste removal and disposal services for VA San Diego Healthcare System and six additional regional VA facilities, with proposals due May 8, 2026 at 1:00 PM MST and questions due April 27, 2026 at 1:00 PM MST. This procurement is a 100 percent Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside, restricting competition to certified SDVOSB firms. Offerors must be listed in the SBA certification database.
Place of performance includes VA San Diego Healthcare System at 3350 La Jolla Village Drive, San Diego, California 92161 (designated a large quantity generator), plus five Community-Based Outpatient Clinics in the San Diego region (small quantity generators). The NAICS code is 562211, Hazardous Waste Treatment and Disposal; the PSC code is F108. The estimated contract value is $47 million.
The contract includes a one-year base period beginning September 13, 2026 through September 12, 2027, plus four one-year option periods exercisable at government discretion based on continued need. Services encompass daily onsite hazardous waste collection and removal, including medical waste, chemotherapy waste, bloodborne pathogen materials, pharmaceutical waste, and pathology waste. The contractor must provide a full-time equivalent working 40 hours per week onsite, supply all empty containers brought to the facility, maintain hazardous waste manifests, conduct waste determination, and respond to spills. Contractor personnel must obtain VA-issued PIV cards and complete HAZWOPER certification, Environmental Annual Training, Safety Orientation, DOT certification, and Code of Conduct training, including background checks and fingerprinting.
Evaluation criteria include technical approach (Factor 1), relevant past performance experience over the last three years (Factor 2), and required documentation including VA Form 10091, W-9, SAM registration verification, and VAAR 852.219-75 and 852.219-76 certifications (Factor 3), with price evaluated for reasonableness. Award will be made on a firm-fixed-price basis using best value determination. Pricing is structured on pickup frequency and invoiced in three-month cycles with fluctuating chemotherapy pickups. Payment terms are Net 30 upon satisfactory work completion. Required insurance includes general liability of $500,000 per occurrence, automobile liability of $200,000/$500,000, and workers' compensation. Contractors must comply with EPA, DOT, California state regulations, and OSHA standards. SDVOSB subcontracting limitations restrict payments to non-certified SDVOSB firms to no more than 50 percent of government payments. All offers must acknowledge receipt of amendments 1–5 and include all Section E documentation or face rejection without evaluation. Monthly invoices must be submitted electronically via the Tungsten Network system.
