About this file

This is Amendment One to a federal solicitation (36C26226Q0545) issued by the Department of Veterans Affairs Veterans Health Administration, Veterans Integrated Service Network 22 (VA La Jolla/Mesa Annex), responding to vendor questions regarding hazardous waste removal and disposal services. The amendment extends the question deadline to April 27, 2026, at 1:00 PM MST and establishes the offer submission deadline as April 30, 2026, at 1:00 PM MST. All offers must be submitted via email to Felicia Simpson, Contract Specialist at Felicia.Simpson@va.gov, and must include all required documentation from Section E and acknowledgment of all amendments; failure to provide any required documentation will result in offer rejection.

The contract requires daily hazardous waste collection and removal services from VA clinic and La Jolla locations, with the contractor operating onsite a full 40-hour work week. Services include pickup and disposal of various hazardous waste types (reusable containers, sharps, biohazard materials, red bags, white bags, pharmaceutical waste, and pathology materials), with pricing structured based on pickup frequency and drop-offs. The contractor must provide all empty containers brought onsite, while VA La Jolla covers container disposal costs. Historical waste data is available through facility manifests and Department of Toxic Substance Control (DTSC) records. Invoicing is based on three-month pickup cycles and chemotherapy waste pickups, which fluctuate based on disposal quantities. Contractors must sign clause 852.219-75 regarding limitations on subcontracting and comply with all safety and operational requirements to maintain compliance standards.

Question and answers for 36C26226Q0545 Hazardous waste removal disposal

1. Is there any historical data available regarding the weight, volume, or types of hazardous waste (e.g., reusable containers, sharps, biohazard, red bags [bio], white bags [chemo], pharmaceutical, pathology, RCRA)?

ANSWER: Yes on our Manifests and Department of Toxic Substance Control DTSC data.

2. Do the clinic or La Jolla locations provide their own containers, or will the contractor be responsible for supplying them?

ANSWER: VA La Jolla pays for disposal of containers; contractor provides all empty containers brought onsite.

3. Should pricing be structured based on pickup frequency by location (e.g., monthly or weekly invoicing)?

ANSWER: Pricing is based on Pickups and drop offs and having a Hazardous Waste contractor operate daily onsite. Current Invoicing is based on the 3-month pickups and Chemo pickups which fluctuate based on quantity of disposals to include a 40-hr. work week of the contractor on site. Please note that this must not change to ensure compliance and safety in operational tempo.

4. Is a set schedule for picking up the materials?

ANSWER: Daily Hazardous Waste collection pickups throughout the Hospital to include Medical Waste such as Chemo Waste.
