About this file
This is Amendment Three to a solicitation for hazardous waste removal and disposal services at the Department of Veterans Affairs La Jolla facility (LJVAMC) and associated Community Based Outpatient Clinics (CBOCs). The amendment responds to additional questions received from offerors. All questions from offerors are due no later than April 27, 2026, at 1:00 PM MST, and all offers must be submitted via email to Felicia Simpson, Contract Specialist at Felicia.Simpson@va.gov, no later than May 8, 2026, at 1:00 PM MST. Offerors are required to acknowledge receipt of this amendment and submit all documentation under Section E of the solicitation; failure to provide required documents and acknowledgment of all amendments will result in offer rejection without evaluation.
The amendment clarifies key service requirements and operational details for the hazardous waste contractor. Services include daily onsite hazardous waste collection and disposal throughout the hospital, including medical waste such as chemotherapy waste, with pricing based on pickups, drop-offs, and a full-time 40-hour-per-week onsite contractor presence. The contractor must provide all empty containers brought onsite, while VA La Jolla pays for container disposal. The main hospital is designated as a large quantity generator while five CBOCs are small quantity generators. Current waste streams include 55-gallon drums, 5-gallon carboys, and various bags (yellow chemotherapy bags, red biohazard bags, white chemotherapy bags, pharmaceutical, and pathology waste). Personnel must obtain PIV card security clearance, complete HAZWOPER certification, Environmental Annual Training, Safety Orientation, DOT training, and Code of Conduct training. Payment terms are Net 30 upon completion of satisfactory work. Option years are not guaranteed and will be exercised at the Government's discretion based on continued operational need. No equitable adjustments to pricing are available for new hazardous waste types or regulatory requirement changes.
