This procurement is exclusively set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB); offerors must be certified in the SBA Veteran Small Business Certification Program and registered in the SBA certification database to qualify for award.
The scope involves interior tank cleaning and decontamination, atmospheric testing to render the tank vapor-free, permanent out-of-service safeguarding, and full waste disposition management. Approximately 3,000 gallons of #2 fuel oil will be removed. On-site work is anticipated within one to two workdays and must be completed within 30 calendar days of contract award. Work shall be conducted Monday-Friday, 7:30 AM–4:30 PM, with weekend or after-hours work permitted with Contracting Officer's Representative approval.
The contract is firm-fixed-price. The contractor must comply with NFPA 30 and NFPA 326, OSHA confined-space entry and HAZWOPER standards, EPA RCRA and used oil management regulations, and DOT hazardous materials regulations. All necessary permits and approvals are the contractor's responsibility. Deliverables include a pre-work plan and site-specific health and safety plan (due five business days before mobilization), waste characterization profiles, atmospheric test records, shipping documentation, and a final completion report within 15 business days of work completion. The contractor must manage all secondary waste streams through permitted facilities and provide certificates of disposal; no discharge to VA storm drains, sanitary sewers, or soil is permitted. SDVOSB limitations on subcontracting apply: payments to non-certified SDVOSB firms may not exceed 50 percent of government payment for services. Offerors must submit a completed Limitations on Subcontracting Certificate of Compliance with their proposal. The NAICS code is 562910, Remediation Services; PSC is F108.
