About this opportunity

The Department of Veterans Affairs Veterans Health Administration's VISN 21 Network Contracting Office seeks cleaning, inspection, testing, and re-fueling of nine underground diesel fuel storage tanks, with proposals due November 6, 2026 at 10:00 AM Pacific. No set-aside is used. The procurement is a Request for Quote under NAICS 213112, Support Activities for Oil and Gas Operations, with PSC H999. Amendment 0001, issued November 2, 2026, provides answers to offeror questions in an attached Q&A document, requires acknowledgment of receipt, and leaves the November 6 deadline unchanged.

Work is performed at the North Las Vegas VA Medical Center in Clark County, Nevada, for the VA Southern Nevada Healthcare System. The period of performance runs December 1, 2026 through February 9, 2027, with an estimated award value of $47 million. A site visit is required under FAR 52.237-1. The tanks are a nominal 20,000 gallons each, and the contractor must remove the existing fuel, clean and sample each tank, and replenish it to a maximum 85 percent capacity of 17,000 gallons with Ultra-Low Sulfur Red Dyed Diesel, totaling approximately 12,598 gallons. Only one tank may be out of service at a time unless the Contracting Officer or COR authorizes otherwise in writing, and each tank must return to operation by the end of the workday absent a written exception. The work is priced as a single turnkey unit, with one payment upon completion and no milestone invoicing. A detailed project schedule is due within ten calendar days after award.

Distinctive requirements include OSHA confined-space gas-free certification with continuous atmospheric monitoring, fuel testing by an ISO/IEC 17025-accredited laboratory against ASTM D975 and related standards, and filter element replacement in the Building 3 fuel system. The contractor bears all waste disposal costs under RCRA and EPA regulations and must deliver manifests, transportation records, disposal receipts, and recycling certificates within five business days of disposal. Emergency power generation capability must never be compromised, and the contractor must comply with VA privacy and security requirements and facility access restrictions. The Service Contract Act applies, with Wage Determination WD 2015-5593, Revision 33, dated August 27, 2026.
