About this opportunity

The Department of Veterans Affairs National Cemetery Administration is soliciting non-hazardous waste removal and dumpster rental services for Washington Crossing National Cemetery in Newtown, Pennsylvania. The contractor must provide weekly pickup and disposal services for three dumpsters: one 8-cubic-yard front-load trash dumpster, one 2-cubic-yard front-load recycling dumpster, and one 40-cubic-yard roll-off dumpster available on an as-needed basis (approximately six deliveries per year). Key contract requirements include factory-new or newly refurbished equipment, compliance with all federal, state, and local environmental regulations, OSHA safety standards, professional personnel conduct, and special care and reverence for cemetery operations with work ceasing during burial services and committal ceremonies. The evaluation will prioritize non-price technical factors, specifically the technical solution and past performance, which are significantly more important than pricing. Solicitation questions must be submitted by 4:00 PM EST on March 12, 2026, with quotes due March 23, 2026, at 12:00 PM EST in three separate PDF volumes covering company information/technical solution, past performance, and pricing. A mandatory site visit is scheduled for March 10, 2026.

This solicitation is set aside 100 percent for Service-Disabled Veteran-Owned Small Businesses (SDVOSB), with no current incumbent contractor as the National Cemetery Administration currently obtains waste removal services through monthly purchase card transactions. The contract period is five years, beginning April 10, 2026, and ending April 9, 2031, with pricing based on five annual line items: 40-yard dumpster deliveries (estimated 6 per year), hauling fees for full dumpsters (estimated 6 per year), landfill tonnage fees (estimated 125 tons per year), monthly rental and weekly removal of the 8-cubic-yard trash container (estimated 52 loads per year), and monthly rental and weekly removal of the 2-cubic-yard recycling container (estimated 52 loads per year). Service will be performed at Washington Crossing National Cemetery located at 830 Highland Road, Newtown, Pennsylvania 18940, with weekly pickups conducted during normal business hours (8:00 AM to 4:30 PM, Monday through Friday, excluding federal holidays). All quoters must be registered in the System of Award Management (SAM), complete the Online Representations and Certifications Application (ORCA), and maintain active SBA certification; SDVOSB and VOSB firms must also provide written documentation of performing at least 50 percent of the work in compliance with Public Law 116-183.
